SUBJ:  SOLICITATION FOR FY21 CENTER FOR HOMELAND DEFENSE AND SECURITY AND DHS MISSION
FELLOWS PROGRAM
1. The Office of Leadership, COMDT (CG-128), is soliciting applications for Center
for Homeland Defense and Security (CHDS) and DHS program offerings for civilians and
military members. Through graduate and executive-level coursework, seminars, and
research, homeland security leaders gain the analytic and critical thinking skills
and substantive expertise they need to create innovative solutions that address the
threats facing the nation and local communities. The programs also prepare leaders
to bridge gaps in intergovernmental, interagency and civil-military cooperation by
bringing together a diverse range of participants to share perspectives and lay the
foundation for long-term homeland security collaboration.
2. Center for Homeland Defense and Security:
   a. The Emergence Leader Program is a unique opportunity for homeland security/public
safety professionals who are in the early stages of their career. This is a six-month
program with two one-week in-residence sessions and network-based learning prior to
both in-residences. The in-residence sessions are held at the Naval Postgraduate School
in Monterey, CA.
     (1) Eligibility: GS-9 - GS-12 with 2 to 8 years of federal work experience in any area
(does not need to be homeland security related).
     (2) Application Deadline: The application period is currently closed and will
reopen in Jan 2021.  (Application period will be from Jan 2021 to 8 Apr 2021 at Noon ET.
     (3) Program Duration: Six-month program with (2) one-week in-residence sessions
     (4) Resident Session Dates: TBD
   b. The Master’s Degree Program focuses on building collaboration among local, tribal,
state and federal leaders who develop strategies, plans and programs to prepare and
respond to national security threats and catastrophic events. This is an 18-month program
that requires two weeks of residency per quarter in Monterey, CA for the April Cohort
start and Potomac, MD for the June Cohort start, with the remainder of the work completed
online.
     (1) Eligibility: GS-12 - GS-15, O3 - O6, SES or equivalent. Exceptional GS-11s may
apply. Federal employees who have been with DHS for at least one year are eligible to apply.
     (2) Application Deadline: 12:00 p.m. on 12 Nov 2020
     (3) Program Duration: 18 months, 28 Apr 2021 to 23 Sep 2022 or 9 Jun 2021 to 16 Dec 2022
     (4) Resident Session Dates: Seven sessions at:

   c. The Pacific Executive Leaders Program is a graduate-level education curriculum, to
address specific challenges facing officials in these unique
areas. The Pacific Executive Leaders Program consists of an intensive one-week in residence
session at the University of Hawaii campus in Hilo. 
     (1) Eligibility: GS-12 - SES, O4 - O6. Must be stationed in the Alaska, Guam or Hawaii
region. Federal employees who have been with DHS for at least one year are eligible to apply.
     (2) Application Deadline: 12:00 p.m. on 19 Nov 2020
     (3) Program Duration: One week, Dates TBD.

   d. The Executive Leader Program consists of four one-week in-residence sessions over a
twelve-month period. Each of the four sessions is conducted at the CHDS campus in Monterey, CA.
     (1) Eligibility: GS-15, O5 - O6, SES or equivalent. Any individual who has completed a
degree under a DHS Graduate Academic Program within the last three years is not eligible to
apply. Federal employees who have been with DHS for at least one year are eligible to apply.
     (2) Application Deadline: 12:00 p.m. on 17 Dec 2020 (Cohort 2021)
     (3) Program Duration: Twelve months, dates TBD
     (4) Resident Session Dates: Four residential sessions at:

3. Department of Homeland Security Course:
   a. The DHS Missions Fellows Program develops DHS strategic and operational planning
processes, eligibility for DHS joint staff assignments as well as incident management/
command structure and processes. A secondary, but equally important objective of the program
is to acclimate Fellows to current theory and practice related to crisis management and
leadership with particular emphasis on personal and organizational resiliency and
communication. A tertiary objective is exposure of Fellows to American values and events
past and present that animate our democratic society. Fellows will be required to read
various books and articles that will be used throughout the course as a point of reference
during group discussions.
     (1) Eligibility: GS-11 - GS-13, 03 - 04 or E5 - E6.
     (2) Application Deadline: The application period is closed and will reopen in

     (3) Program Duration: Nine months, dates TBD.
     (4) Resident Session Dates:  Five sessions. See paragraph 4.b below.

5. Funding:
   a. All costs associated with participating in CHDS courses will be covered by the U.S.
Department of Homeland Security’s National Preparedness Directorate (FEMA), and will cover:
tuition, books and travel. Additional information on all of these courses can be found at:

   b. Funding for the DHS Mission Fellows Program - Tuition, fees, lodging and meals are
provided by DHS. Travel and partial per diem to and from the
various training sites is the responsibility of the member's unit.
