1. This ACN announces the promulgation of REF (A) and subsequent cancellation
of REF (B).
2. REF (A) is an update to the Coast Guard Incident Management and Crisis
Response policy and includes the following updates:
   a. Realigns the modernized USCG organizational constructs of Emergency
and Incident Management, removes process redundancies now found in the U.S.
Coast Guard All-Hazard National Incident Management System Incident Command
System (ICS) Performance Qualification Standard (PQS) Guide – November 2014,
and expands the role of the ICS Coordinator to cover all levels of incident
management.
   b. Lays the groundwork for the creation of a Response Training
Officer position, clarifies incident typing, modifies General Military
Training ICS course requirements for CG Auxiliary members, updates CG
National Strike Force (NSF)/Incident Management Assistance Team (IMAT) -
Incident Management Team (IMT) qualification requirements, and notes ICS
training equivalencies from non-USCG sources.
   c. Of particular note for Sectors is the temporary reduction of IMT fill
requirements to 60% from 75% until 2025 to allow for the full implementation
and effect of ICS training content and delivery improvements being undertaken
at this time.
3. There will be no hardcopy distribution of this Manual, REF (A).
