SUBJ: FY21 WORKFORCE PLANNING TEAM RESULTS – APPROVED ENLISTED POLICY CHANGES
1. OVERVIEW. This ALCOAST announces the results of the FY21 Enlisted
Workforce Planning Team (EWPT) policy changes and initiatives. The EWPT
convened to deliberate and recommend workforce policy interventions to
the Assistant Commandant for Human Resources (CG-1). The EWPT reviewed
program input and identified critical enlisted interventions that require
focused strategies for retention and recruitment of skilled members in
mission critical areas. Deliberations considered factors from a broad
spectrum of organizational needs.
2. The initiatives below will be implemented in policy in FY21:
a. Reenlistments to receive a Selective Reenlistment Bonus (SRB) will
be authorized anytime throughout the Fiscal Year of which the member’s End
of Enlistment (EOE) contract expires. This will allow members who are eligible
for an SRB to reenlist starting 01 October of the FY.
b. The Career Intentions Worksheet will be migrated to an online Direct
Access form.
c. Include AST as a pathway for the Aviation Engineering (AVI) Specialty.
d. The High Year Tenure (HYT) professional growth point (PGP) will be
reduced for paygrade E-3 from ten (10) to eight (8) years.
e. All HYT candidates who apply for a waiver in calendar year 2021 and
2022 will be granted a waiver. A command endorsed waiver must still be
submitted IAW HYT procedures.
f. Increase obligated service requirements for attending IS A-school from
four (4) to six (6) years from the projected date of graduation.
3. The initiatives below were approved for further study:
a. Evaluate feasibility for back-to-back tours in CGCYBER.
b. Members who graduate Culinary Specialist class A-School will have the
ability to lateral or change ratings after fulfilling their initial obligated
service. EPM will identify pathways for Culinary Specialist to change ratings
following a successful first tour.
c. Require all non-rates must apply for a rating A-school within 12 months of
graduating recruit basic training.
