SUBJ: FY21 WORKFORCE PLANNING TEAM RESULTS – OFFICER INTERVENTIONS
1. OVERVIEW. This ALCOAST announces the results of the Officer Workforce
Planning Team (OWPT). The OWPT convened from 12-13 May 2020 to deliberate
and recommend workforce policy interventions to the Assistant Commandant
for Human Resources (CG-1). The OWPT reviewed program input and identified
critical officer specialties that require focused strategies for retention
and recruitment of skilled officers in mission critical areas. Deliberations
considered factors from a broad spectrum of organizational needs. Both monetary
and non-monetary policy interventions were and continue to be reviewed.
Interventions include the Naval Engineering, CYB10 Cyberspace, and Officer
Afloat bonuses.
2. The policy interventions in this ALCOAST begin in FY21 (01 Oct 2020 and not
before) and are anticipated to remain in effect until the end of FY21
(30 Sep 2021 and not after) contingent upon Congress extending the authority
to make payments. Monetary interventions may be adjusted or terminated not
less than 30 days of advance official notice by ALCOAST. Authorized FY20
interventions terminate on 30 Sep 2021.
3. NON-MONETARY INTERVENTIONS.
    a. Repeat tours within the Officer Cyberspace community will be granted
consideration by CG-PSC-OPM-2.
    b. Development of a Direct Commission Cyber Officer program and a Reserve
Cyber workforce.
    c. A work group is being developed for a holistic strategy to recruit,
train, employ and retain the Coast Guard’s Physician Assistant service needs.
    d. Create a path for ASTs to compete for the Aviation Engineering Warrant
Specialty.
4. MONETARY INTERVENTIONS. Monetary intervention bonus programs regarding
Naval Engineering, Cyberspace assignments, and Officer Afloat bonuses will
be announced in a subsequent ALCOAST.
5. Questions from individual officers concerning the execution of this policy
