SUBJ: POLICY IMPLEMENTATION FOR MEMBERS RELEASED FROM ACTIVE DUTY AND AFFILIATE
WITH THE SELECTED RESERVE TO DEFER DEPLOYMENT
A. Coast Guard Recruiting Manual, COMDTINST M1100.2 (series)
1. This ACN announces an immediate change to REF (A).
2. The Reserve End Strength Action Team (RESAT) was chartered to develop a plan
to restore the Selected Reserve (SELRES) to its authorized strength of 7,000.
RESAT found that active duty members were hesitant to affiliate with the SELRES
due to the potential for immediate deployment. The creation of a stabilization
period, similar to that provided by other military services, would allow release
from active duty (RELAD) members establish themselves in their new civilian
careers before being eligible for involuntary activation.
3. Effective immediately, members who RELAD and affiliate with the SELRES will be
offered the opportunity to defer, for a period of one year from the date
of affiliation with the SELRES, from being subject to involuntary activation.
4. Members must be first-time affiliates in the SELRES to be eligible.
Eligible members include:
a. Any regular enlisted active duty member who has previously never affiliated
as a drilling reservist,
b. Members approved for and initiating a Temporary Separation and
affiliates in the SELRES,
c. Officers who received a Direct Commission and those who graduated from
Officer Candidate School who were not hired to be a drilling reservist and
choose to affiliate in the SELRES upon RELAD, and
d. Officers who are approved by the Regular-to-Reserve Board and affiliate
in the SELRES, including those who spend a transition period in the Individual
Ready Rreserve (IRR).
5. Members who were previously affiliated with the SELRES, and are returning
to a SELRES drilling status from Extended Active Duty (EAD) or Active Duty for
Operational Support (ADOS) are not eligible.
6. Members accepting involuntary orders during the deferment period must waive any
remaining deferment period. Acceptance of voluntary active duty orders other than
for training such as ADOS or EAD, does not extend the end date of deferment.
7. Members will be given the one year deferment period by default. The one
year period will begin on the first day of SELRES affiliation.
8. Members may waive their deferment at any time if they wish to make
themselves available for either voluntary or involuntary mobilization by
signing CG-3307 Assignment and Transfer (AT-13).
9. The deferment may be cancelled at any time should the Commandant or
other cognizant authority determine the national security needs of the
country require it.
10. This change will be included in the next update to REF (A), which will be
released within the next year.
