1. This ACN announces the promulgation of REF (A). REFs (B) through (D)
are hereby cancelled.
2. This is the intial promulgation of REF (A). Major highlights include:
    a. Consolidation of policy in REFs (B) through (D),
    b. Establishment of Coast Guard Post 9/11 GI Bill policy; and
    c. Updates to all included policy.
3. There will be no hardcopy distribution of this change. An electronic
