SUBJ:  2019 FIREMAN FIRST CLASS PAUL CLARK BOAT FORCES ENGINEER AWARD ANNOUNCEMENT
1. I am pleased to announce MK1 Jesse Dean from USCG Station Umpqua River as
the winner of the 2019 Fireman First Class Paul Clark Boat Forces Engineer Award.
This prestigious annual award recognizes an exemplary Coast Guard boat engineer who
demonstrated sustained superior performance, proficiency of craft, and leadership.
His technical acumen, expertise, and commitment distinguish MK1 Dean as a critical
team player, exceptional boat engineer, and devoted law enforcement professional.
His example is a standard to emulate for boat forces professionals throughout the
Service. MK1 Dean's qualifications include 47-foot Motor Lifeboat Engineer, Response
Boat-Small II Crewmember, Boarding Officer, Travel Lift Operator, and Station
Engineer Of the Watch. MK1 Dean led the way for hauling out twelve Motor Lifeboats
in CY19 from units up and down the West coast and conducted two main diesel engine
changes in CY19. He identified the fact there is not an existing Maintenance
Procedure Card (MPC) for an engine change out, rather, engineers rely completely
on word of mouth and prior experience. MK1 created a plan to establish a
Remove/Install Engine MPC from scratch. MK1 Dean is directly responsible for the
release of the remove/install MPC, which will greatly enhance the uniformity and
abilities of units across the Coast Guard. To read a full narrative of his

2. Each year it is extremely difficult to select only one recipient from the superb
group of petty officers who are nominated for this award. I am pleased with the
number of exceptional quality nomination packages that were submitted and commend
all those who took time to acknowledge the many outstanding boat engineers we have
throughout the Boat Forces community. The following are the 2019 Fireman First
