E. PSC-OPM AY21 CAPT ASSIGNMENT GUIDE
1. Ref A announced the Personnel Service Center (PSC) transfer of responsibility for Reserve Component Manager (RCM) officer assignments from the Officer Personnel Management Division (PSC-OPM) to the Reserve Personnel Management Division (PSC-RPM).
2. This message describes the Assignment Year 2021 (AY21) RCM officer timeline and presents informational resources available to all officers in this specialized career field. While the information provided in this message will be of particular interest to RCM officers anticipating reassignment in AY21, it also includes important information for all RCM officers and their commands.
3. A complete listing of all boards and panels, including eligibility criteria, can be found in Refs B and C.
4. PSC-RPM will utilize similar assignment timelines, procedures, and structure that are used in PSC-OPM:
   A. RCM Captain Assignments: The PSC-RPM Division Chief will serve as the AO for RCM Captains and will brief RCM Captain assignments to the ADPL Captain Assignment Panel for final approval.
   B. RCM Commander Assignments: The PSC-RPM Assistant Division Chief will serve as the AO for RCM Commanders and will brief RCM Commander assignments to the ADPL Commander Assignment Panel for final approval.
   C. RCM Lieutenant Commander Assignments: The PSC-RPM Assistant Division Chief will serve as the AO for RCM Lieutenant Commanders and will brief RCM Lieutenant Commander assignments to the PSC-RPM Division Chief for final approval.
   D. RCM Lieutenant and Below Assignments: The PSC-RPM-2 Branch Chief will serve as the AO for RCM Ensigns, Lieutenants Junior Grade, and Lieutenants, including newly-selected Provisional RCMs, and will brief all RCM O-3 and below Officer Assignments to the PSC-RPM Division Chief for final approval.
5. The AY21 timetable is as follows:
   A. Per Ref D, the 10 Jul 2020 deadline has passed for commands to validate AY21 shopping lists and submit command concerns however, PSC-RPM has received all documented command concerns for RCM officer positions from PSC-OPM.
   B. Now thru 31 Aug 2020: RPM Assignment Officers (AOs) are available for career counseling and e-resume guidance. The priority will be for those RCM officers who are tour complete, or anticipate transferring in AY21.
   C. 31 Jul: AY21 RCM officer shopping list released via ALCGRSV message.
   D. 07 Aug: O-6 Biographies due to RPM, see paragraph 6.
   E. 01 Sep: E-resume submission deadline for all RCM officers.
   F. 07-11 Dec: O-6 Assignment Panel.
   G. 01 Jan 2021: NEW TO AY21. Requested submission deadline for any members asking to voluntarily separate in AY21 who are NOT tour complete. Members should communicate any off-season retirement plans with their AO to ensure that RPM can identify a suitable backfill.
   H. 19-22 Jan: O-5 Assignment Panel convenes.
   I. 01 Apr: O-4 and below assignment recommendations briefed by AOs and approved by RPM. Orders for all RCM officers issued.
6. Special considerations for RCM Captains and RCM Commanders in zone for selection to Captain in PY21:
   A. Due to the dynamic nature of O-6 assignments, RCM Captains and RCM Commanders in zone for promotion should ensure updated biographies are provided to the O6 RCM AO. Email bios directly to Mr. Jody Nunnery at Jody.M.Nunnery@uscg.mil. Because bios need to be in standard format for the O6 ADPL Assignment Panel managed by PSC-OPM, O6 RCMs should utilize the template found in Ref E.
   B. RCM Commanders in zone for selection to Captain in PY21, even if not tour complete in AY21, should submit an E-resume with Captain positions by the 01 Sep submission deadline.
7. Road shows: Due to travel restrictions, no in-person Roads Shows have been scheduled this AY. RPM will accept requests for virtual roadshows on a case-by-case basis.
8. RCM Officer Development: The Assistant Commandant for Reserve (CG-R) offers programmatic oversight for all RCMs, serves as the Specialty Manager for the RCM-10 officer specialty, sets the requirements for the Apprentice/Journeyman/Master levels, and provides component input into the assignment process each AY.
9. Career Counseling: RPM AOs will conduct career counseling for all RCM officers who are tour complete or anticipate transferring in AY21. Career counseling for all officers who are not tour complete or do not anticipate transferring in AY21 may be scheduled as time permits or in the off-season. PSC-RPM will incorporate any future RCM
career guide with sub-specialty breakdown from CG-R into their career counseling.
