A. Contingency Preparedness and Planning Manual, Volume IV: Incident Management and
Crisis Response, COMDTINST M3010.24 (series)
1. The Office of Emergency Management (CG-OEM) is excited to announce the release of
the new Coast Guard ICS-402 Self-Paced eLearning (SPeL) course (100330). This is the
third ICS course to shift from a classroom delivery to a SPeL course, increasing
accessibility of training to all Coast Guard members.
2. Course Description. ICS-402 is an online course designed to meet the training
requirements of the Liaison Officer (LOFR) in Type 3 incidents. This course concentrates
on the duties and responsibilities of the LOFR including staff supervision. Lessons
include: interaction with the Command and General Staff, the LOFRs daily schedule,
interaction with incident/non-incident personnel, information gathering, multi-agency
coordination, meetings/briefings, forms/documents, supplies, and demobilization. The
course provides exercises to assist the student in acquiring the knowledge to learn
these skills.
3. The pre-requisite course requirement is Advanced Incident Command System (ICS-400).
4. Applicability. ICS-402 serves as a pre-requisite course for the LOFR qualification
per REF (A). 
5. All remaining sessions of the ICS-402 course (501386) are cancelled and the course
code is inactive. Members who have completed the previous version are not required to
re-take the course, however can still access the course to refresh their position
knowledge.
6. Location. The ICS-402 course (100330) can be found on the Coast Guard Learning
Management System (LMS) at: https://elearning.uscg.mil/.
7. Course Certificate. Upon successful completion of the ICS-402 SPeL, the student will
earn a completion certificate. The certificate can be accessed from the LMS by visiting
"My Account" and printing or downloading your certificate from the "My Certificates"
section. 
8. The ICS-402 course supports the training requirements for the LOFR Performance
Qualification Standard (PQS), which can be found at: https://homeport.uscg.mil/missions/
incident-management-and-preparedness/incident-management/incident-management-ics/training
-and-certification.
9. Questions regarding ICS positions and associated training should be directed to the
local unit ICS Coordinator.

skill, effort and perseverance from multiple teams across the Coast Guard enterprise. We
