1. This message announces convening dates and solicits
applications for fiscal year 2021 (FY21) Reserve War and
Staff colleges. The SEFP offers opportunities for
national security policy and joint service professional
development, increases the Coast Guard's presence in a
joint-service environment, and enhances the member's
value to the Service.
2. A selection panel will convene 01 Sep 20 to select
primary candidates, and to identify alternates in order
of selection by the panel. A special OER is not required,
but applicants are reminded to ensure their records are
complete.
3. Joint & Combined Warfighting School - Hybrid (JCWS-H).
   a. Location: Joint Forces Staff College, Norfolk, VA.
   b. Pre-requisites: Secret Clearance. Grade O-4
and above. JPME phase I must be completed at an
intermediate/senior service school or an approved
equivalent at the time of application. JPME phase I
completion must be entered into Direct Access as a
competency and reflect in the Competencies section
of the applicant's Employee Summary Sheet.
   c. Convening dates: 
       (a) 07 Dec 20 - 24 Sept 21
       (b) 25 Jan 21 - 29 Oct 21
       (c) 14 Feb 21 - 19 Nov 21
   d. Course convenings are subject to cancellation.
   e. Course Description: Typically, JCWS-H is a 40-week,
blended-learning course consisting of two distance learning
periods (37 weeks) and two resident periods (three weeks total
in residence). FY-21 courses may be completed virtually due to
travel restrictions.  If this is the case, students may not
travel, but will be expected to work full time online (9 hours
per day) to complete the program. The course is focused on
preparing participants for joint planning efforts at the
operational level to develop theater strategies and plans in
complex global operating environments and includes joint,
interagency, intergovernmental, and multinational capabilities,
national security strategy, theater strategy and campaigning,
and the joint planning process and systems. For information on

4. Reserve Components National Security Course
(RCNSC).
   a. Location: National Defense University, Washington, DC.
   b. Pre-requisites: Secret Clearance. Grade O-4 and above,
W-3/W-4, and E-8/9. Officers/Enlisted who have attended RCNSC
in the past are not eligible.
   c. Convening dates:
       (a) 5 - 16 Apr 21
       (b) 19 - 30 Jul 21
   d. Course Description: This is a two-week course designed
to lay a foundation for students moving on to joint command
management and staff responsibilities in a multinational,
intergovernmental, or a joint national security setting.
The curriculum consists of lectures, panel discussions,
seminars, and simulation exercises dealing with national
security policy and defense resource management presented
by faculty members of the National War College and
Industrial College of the Armed Forces, the Armed Forces
Staff College, the Institute for National Strategic
Studies, and other distinguished speakers.
5. Application Deadline: The deadline for applications to arrive at
CG PSC-RPM is 28 Aug 20. Applications will not be accepted after the deadline. 
All pre-requisites within each course must be met at the
time of application (i.e. pay grade, clearance, etc.).
    a. Application process: Applications should be
completed within the “My Panel Submissions” module in
Direct Access. Do not use “PCS E-Resumes” to apply.
Applications must include a prioritized list of preferred course
convening dates and briefly address the officer's reasons for
applying and how the Coast Guard will benefit by sending the officer
to the respective educational opportunity. Applicants should refer to the
guidance available on CG PSC-RPM webpage at:
https://www.dcms.uscg.mil/RPM-1/Boards_And_Panels/ for
detailed instructions on submitting applications via
Direct Access.
    b. Command Endorsement: Only endorsements from the
immediate command are authorized. The endorser must select
“Recommend” or “Not Recommend” and then select “Mark
Final” for the member’s application to be considered
complete. No endorser comments are authorized.
    c. In order to maintain fairness to all applicants in
this highly competitive process, there will be no
exceptions made to the published deadlines. The command
bears the responsibility for forwarding timely, properly
endorsed e-Resume applications.
6. Communications Deadline: The deadline for signed communications
to the panel to arrive at CG PSC-RPM-1 is 28 Aug 20.
    a. Officers electing to submit communications to the
panel must follow the guidance in para. 9.e. of REF A.
Communications must be sent via the chain of command to
CG PSC-RPM, scanned with signature and command
endorsement, and e-mailed to :HQS-SMB-CGPSC-RPM-
BoardsPanels@uscg.mil, subject line: FY21 SEFP PHASE II.
7. The following step by step instructions are provided:
   A. Log in to Direct Access
   B. In the "EMPLOYEE" box, click "Tasks"
   C. Select “My Panel Submissions”
   D. Select “Advanced Training” from the “Panel Source”
      drop down menu and click “Go”
   E. When the search screen appears, enter the following:
      AD/Res Ind: “Reserve - Active Component”
      Bus unit: “Officer”
      Job Code: 000095
   F. Click “Search”
   G. Check box under “Apply” for ALL desired programs
      (RCNSC or AJPME)
   H. Click “Submit”
   I. Click “Edit” to input and submit your comments to
      your Command/Endorser
   J. Rank your programs in desired order
   K. Input ‘Member Comments’
   L. Select Commanding Officer/Endorser
   M. Click “Save” to save comments and forward to the
      endorser.
8. The following endorser procedures are provided:
   A. Log in to Direct Access
   B. In the "EMPLOYEE" box, click "Tasks"
   C. Select “My Panel Endorsements”
   D. Select “View Endorsement” for each applicant
   E. Select “Recommend/Not Recommend”
   F. Mark Final
   G. Save after completion (Incomplete applications will
      not be considered by the Panel)
9. Applicants are encouraged to review their
electronically imaged personnel data record (EI-PDR) to
ensure its accuracy prior to the panel convening date. To

10. Applicants shall ensure that their member contact
information, including work email address, is correct in
Direct Access in case CG PSC-RPM-1 needs to contact
candidates with updated information.
11. Reserve Program Administrators (RPAs) are eligible to
apply for the above courses. Members in ISL/ASL are not
eligible to apply. Waivers will not be considered for
those who do not meet the minimum pay grade eligibility
requirements reflected above.
