SUBJ:  COMDT EARLY ACTION ITEM (EAI) FOR MARINE INSPECTOR PERFORMANCE SUPPORT
ARCHITECTURE (MIPSA) UPDATE 1
1. The MIPSA Team has made tremendous progress toward a Ready, Relevant, and Responsive
Performance Support Architecture for Marine Inspectors (MIs). The continued efforts
of FORCECOM, COMDT (CG-5P), COMDT (CG-7), COMDT (CG-1) and the entire MI community
have been integral to this effort’s success, and we extend our sincere thanks to
everyone who has participated in this critical project.
2. MIPSA plans to roll out a Modernized Ready Learning Continuum to create proficient
and consistent inspectors over the next several years:
   a. 14 job aids and on-demand e-learning modules targeting advanced inspections
topics which currently have little to no guidance and/or training;
   b. 14 more on-demand e-learning modules targeting apprentice-level inspections
topics largely not currently supported by the training system;
   c. Structured On-The-Job Training and supporting materials to standardize apprentice-
level inspections training on-demand at the home unit;
   d. 3 new advanced inspections resident training curricula (Journeyman MI course,
Chief of Inspections Division course, and a triennial Advanced MI Continuing Education
course); and
   e. Expanded exportable training and capstones for advanced, targeted, and unique
topics.
3. Pilot testing of the training identified in 2.A is planned for Spring-Fall 2020.
Pilot testing of the training identified in 2.B, C, and D is planned for 2021. 2.E
pends approval of new funding in fiscal year 2022.
4. Over the past year, the MIPSA team has completed 23 Site Visits with hundreds of
interviews, 17 Task Validation Meetings covering ~3,000 tasks, reviewed 300 surveys,
and benchmarked agencies with similar industry oversight responsibilities. Findings
from these efforts directly led to the development of this Modernized Ready Learning
Continuum to define and sequence career-long MI training interventions.
5. The project team centralized a variety of performance support materials in an MI
Learning Portal available on and off the CG network at: https://www.dco.uscg.mil/Our-
Organization/Assistant-Commandant-for-Prevention-Policy-CG-5P/Inspections-Compliance-CG
-5PC-/Commercial-Vessel-Compliance/MIR. The Learning Portal contains links to training,
videos, job aids, and other recommended materials, and will be updated as new resources
