1. The AY21 Officer Assignment season is underway. This message 
describes issues of interest and details critical to command 
requirements for AY21. While this information is primarily of interest 
to command cadre, it also includes important information for 
supervisors and the officer corps and is meant to supplement the 
information contained in Ref A. A new format has been adopted to increase
information to the fleet and improve efficiency.   
2. The preliminary version of the O-5 and below AY21 shopping list is 
available on the OPM Portal Site. Commands will notice the new format
presenting the AY21 Shopping list. Request commands and staffs validate 
open positions to ensure the AY21 shopping list is accurate. Shopping 
list corrections and command concerns should be submitted together by 
10 July 2020 to the PSC-OPM-2 staff using the instructions located in 
the CG Portal OPM-2 AY21 Command Concerns folder at 
http://cglink.uscg.mil/1c17a08d.
The AY21 Command Concerns spreadsheet is also available at this link.
The only acceptable format for Command Concerns will be via the OPM 
provided spreadsheet. Memorandums or other means of communication will 
not be accepted as valid input. For those units who may not be able to 
access the CG Portal site, please contact CWO Alberto Peralta (contact 
info below.)
3. Command concerns and command validations are not required for first 
tour cutter JO positions (DWO/STU ENG). The Afloat (OPS/ENG) 
Assignment Officers (AOs) will follow up via SEPCOR with cutter XOs.
4. Aviation Command Concerns, both operational and staff, will be 
coordinated directly with the Aviation Assignment Officer.  As such, 
Sector/Airstas will need to submit two command concern sheets.
5. NEW FOR AY21. Commands are asked to submit a succinct description 
of duties for each position being shopped. This is a long overdue and 
needed section of the shopping list that will allow commands the 
opportunity to directly communicate the duties and expectations of 
the position. 
6. The O-6 shopping list is available via the OPM Portal site listed 
above under AY21 Captain Assignments or directly at 
http://cglink.uscg.mil/bf5ae12e. The shopping list validation and 
command concerns method discussed in paragraph 2 are NOT required for 
O-6 positions. All AY21 Captain Assignment Notes will be available on 
this site.
7. After incorporating command feedback the official shopping list 
will be posted to the OPM Portal Site at http://cglink.uscg.mil/cb33598e 
on 1 August (early special assignments will be released OOA 03 Jul). 
Positions will be opened in Direct Access and officers will be able 
to submit e-resumes once the shopping list has been released. Shopping 
list updates will also be posted on the OPM Portal site at the same
location.
8. The initial AY21 shopping list includes:
   A. Positions occupied by an incumbent officer who is tour complete 
(TC) or has an approved retirement or separation in 2021.
   B. O-5 positions occupied by an O-6 or O-6(sel) regardless of TC 
date, and O-5 positions occupied by an O-5 in-zone for O-6 (IAW Ref B) 
regardless of TC date.
   C. O-4 positions occupied by an O-5 or O-5(sel) who will be TC in 
AY22 and O-4 positions occupied by an O-4 in-zone for O-5 (IAW Ref B) 
TC in AY22.
   D. O-3 positions occupied by an O-4 or O-4(sel) who will be TC in 
AY22 and O-3 positions occupied by an O-3 in-zone for O-4 (IAW Ref B) 
TC in AY22.
   E. Any approved new or reprogrammed positions.
   F. Any vacant positions.
NOTE: Those who meet the criteria of paragraph 8.B-8.D above are not 
guaranteed to transfer in AY21; these positions will be shopped only 
to build candidate pools in case the incumbent is needed to meet a 
Service need assignment elsewhere. The incumbents of these positions 
should submit an e-resume before the 1 Sep deadline.
9. Some shopping list discrepancies are a result of personnel not 
being properly checked in to their current assignment, including 
fleet-ups and extensions. Commands should confirm that personnel have 
been properly checked in by the Servicing Personnel Office. Commands 
are encouraged to contact the respective AO if there are discrepancies 
with your PAL. Additionally, we request all members check their 
Employee Summary Sheet in CGBI to validate their current assignment 
and tour completion date.
10. Officer Assignment Guides outline the assignment process, provide 
rules of engagement, clarify expectations, and provide supervisors and 
mentors with information that can be shared with those they counsel. 
These assignment guides can be found in the OPM reference library.
11. Officers are encouraged to pay close attention to the information 
contained in our update messages, OPM-2 Portal, and in Direct Access.
