SUBJ: ACCESS TO MILITARY RECORDS DURING BOARDS AND PANEL SEASON
A. ALCGPSC 043/20
B. ALCGPSC 044/20
1. The PY21 Selection Board season is now underway and the Military Records Section has seen a significant increase in requests for document uploads and copies of member’s Electronically Imaged – Personal Data Records (EI-PDRs) or Official Military Personnel File (OMPF).
2. During the Board and Panel Season, priority uploads and downloads will be given to individuals eligible for PY21 Boards and Panels. All documents requiring upload to a member’s record including OER submissions must be marked “URGENT: BOARD/ PANEL CANDIDATE.” Members are advised to clearly convey their Board/ Panel status to their Servicing Personnel Office or Admin to ensure proper submission.
3. In accordance with REF (A), it is recommended members request a copy of their OMPF at least 3 months in advance of a Selection Board or Panel convening date. Follow-up requests may be made but individuals must indicate “URGENT: BOARD/ PANEL CANDIDATE” in the email subject line. Members should expect a turnaround time no sooner than 6 working days, and must plan accordingly to allow time for additional uploads if needed.
4. Due to PII protection protocols, many copies of the OMPF are sent using the DoD Safe Secure File Transfer platform. Members must monitor all mailboxes as the system automated messages can be filtered to mailboxes not regularly checked.  If a member has not received a copy within 21 days of submission they should contact the Military Records Supervisor, Mr. Mike Lemorie directly at Michael.r.Lemorie@uscg.mil.
5. Commands are reminded to adhere to published OER submission timelines published by OPM-3, to ensure members are not adversely affected by incomplete records.
6. Servicing Personnel Offices and Admins forwarding documents that require upload to a member’s OMPF shall be sent to HQS-SMB-CGPSC-BOPS-MR-SPOSupport@uscg.mil.
7. Any member that requires a copy of their OMPF should refer to the website directions located at https://www.dcms.uscg.mil/ompf.
8. Released by: RDML S. N. Gilreath, Commander, CG Personnel Service Center.
