SUBJ: 2020 CAPTAIN DOROTHY STRATTON LEADERSHIP AWARD RECIPIENT

1. I am pleased to announce that LT Laura A. Delgado, currently assigned to
USCG Civil Engineering Unit (CEU) Oakland, is the recipient of the 2020 CAPT
Dorothy Stratton Leadership Award.
2. The Captain Dorothy Stratton Leadership Award was established in 2001 and
is named in honor of the first Director of the Women's Reserve (SPARS) during
World War II. The Captain Dorothy Stratton Leadership Award recognizes a female
officer, active duty or reserve, in the pay grades of W2 through O4 who has
demonstrated exceptional leadership.
3. LT Delgado was recognized by her command for her inspirational and innovative
leadership. She initiated significant efforts that fostered a diverse and inclusive
environment to ensure a Ready, Relevant, and Responsive Coast Guard. LT Delgado’s
leadership and strategic vision fostered an atmosphere of innovation, inclusion
and diversity, directly supporting the Commandant’s strategic priority to maximize
readiness through a diverse workforce. As the Lead Facility Asset Manager, Planning
and Real Property Branch Chief, she led a team of 11 to modernize shore infrastructure
support and spearheaded initiatives to support the on-time arrival of the new Polar
Security Cutters. LT Delgado also led multiple events that directly impacted the unit
climate as the Leadership and Diversity Advisory Council Chairperson, Partnership in
Education Chairperson, and Bay Area Women’s Leadership Initiative Chairperson. Her
community service efforts included volunteering to support local school children in
athletics coaching, SAT prep classes as well as volunteering at events to support
wounded veterans and families. Continuing support for recruitment and retention, she
mentored Coast Guard Academy cadets during their capstone project, conducted outreach
to 100+ students about civil engineering, and mentored peers resulting in the selection
of four shipmates for the Civil Engineering Post Graduate program.

5. This year, 16 Coast Guard members were nominated for this prestigious
leadership award. Each nominee demonstrated inspirational, innovative, and
imaginative leadership and mentorship while making significant contributions to
improve the Coast Guard. I commend our nominees for their exemplary service and
extraordinary accomplishments. Each nominee brings great credit to the Coast Guard,
embodies the definition of a leader, and is well deserving of this prestigious
recognition.

7. This award is typically presented at the Sea Service Leadership Association's annual
Joint Women's Leadership Symposium (JWLS). Due to COVID-19, that in-person symposium has
been cancelled. The recipient will be recognized at a future diversity and inclusion event
as identified IAW REF (A). The Office of Diversity and Inclusion (CG-127) will be covering
all associated costs for the award recipient to attend or participate in the diversity and
inclusion event once identified.
