1. All members are highly encouraged to pursue at least one Special Assignment
during their career. These career broadening assignments provide members valuable
opportunities to represent their Ratings, network, and learn about other operational
and mission support activities, making them ideal candidates for future assignments to
highly visible leadership and management positions (e.g. Silver Badge, OIC, and School
Chief).
2. The selection, motivation, and training of Recruiters is a top priority to meet the
Coast Guard’s human capital needs. Recruiting for active duty and reserve enlisted and
all non-Academy officer programs, their efforts shape the Coast Guard military workforce
of the future. Prospective Recruiters should be energetic, have strong interpersonal
skills, demonstrate infallible character and professionalism, and show a spirited focus
on building a workforce to support Coast Guard mission needs and the Coast Guard's

a. Production Recruiters (PR) make daily decisions on how to bring in the applicants most
suitable to become a shipmate in our Service. Recruiters visit schools, colleges, clubs,
community centers, etc. to advertise Coast Guard opportunities, identify prospects, and
develop relationships. Recruiters often engage influencers such as family members and
community leaders to garner support for applicants’ decisions. In addition, recruiters
conduct the screening, processing, and accession paperwork necessary for an enlistment or
commissioning. Recruiters frequently work irregular hours and perform travel to accomplish
their mission.
b. Recruiters in Charge (RIC) lead one of 56 Recruiting Offices (RO) across the nation. In
addition to the duties of a Production Recruiter, RICs are responsible for mission planning,
training, and administrative oversight of their RO. They supervise up to 10 Production
Recruiters as well as scholarship program Officer Trainees recruited by their RO. In
addition to the qualities needed for a Production Recruiter, potential RICs require robust
leadership skills.
c. Regional Supervisors (RS) remotely lead over 80 Recruiters in their assigned geographic
region. Paired with an O-3 Regional Leader, they are responsible for the mission execution
and climate of up to 15 Recruiting Offices. Regional Supervisors frequently perform travel to
accomplish their duties.
3. 3 Year Tour Length: In an effort to incentivize under-represented Ratings (BM, CS, DC,
EM, ET, IS, MK, OS) to join the Recruiting Team, EPM & CGRC will consider members for 3 year
tours, with the option to request a 1-year tour length increase within the first 12 months
of assignment. Members interested in this opportunity MUST indicate this within their
application email. This is open to all Ratings seeking assignment as a PR. Standard tour length
remains 4 years. Members are reminded RIC & PR positions come with SDP and increased assignment
priority.

5. Eligibility:
a. Special Assignment criteria per in Art. 1.E.2 and 1.E.7 of Ref (A).
b. Tour complete in AY21 or AY22.
c. Production Recruiter positions: E5-E6
d. Recruiter in Charge positions: E7, E6 above the cut at time of application
e. Regional Supervisors: E8-E9
f. Members with folliculitis are eligible to apply
6. Process/timeline:
a. NLT 24 JUL 2020: Standard applications are emailed to EPM-2 at
HQS-SMB-PSC-EPM-2-SpecialAssignments@uscg.mil and 'My Panel Submissions' are submitted in
Direct Access. 
b. OOA 25 JUL - 21 AUG 2020: CGRC interviews applicants.
c. 1-4 SEP 2020: Selection panel convenes.
d. OOA 25 SEP 2020: Panel results released.
e. The expected report date is 01 JUL 2021.
7. Standard Applications: Members and Commands should pay close attention to the requirements
listed in the standard application found at Ref (B). Incomplete or improperly formatted
applications will be returned. Deadline extensions will not be granted to correct errors.
8. The Special Assignments Officer will coordinate the release from rating process. Applicants
should not contact their detailer asking if they can be released from rate.
