A. Contingency Preparedness Planning Manual, Volume IV: Incident Management and
Crisis Response, COMDTINST M3010.24 (series)
1. The Office of Emergency Management (CG-OEM) is proud to announce the release
of the new Coast Guard ICS-400 SPeL course (100284). This is the second ICS
course that has shifted from a classroom delivery to a SPeL course to increase
the accessibility of training to all Coast Guard members.
2. Course Description. ICS-400 is an online course designed for personnel
expected to perform in Command and General Staff roles in the Incident
Command Post and/or in a management capacity in an Area Command (AC) with
complex incident environments. The course emphasizes large-scale
organizational development and management including planning, operational,
logistical, and fiscal considerations. Roles and relationships of the
primary staff are examined. Additionally, it describes the application of AC
and the importance of interagency coordination.
3. The pre-requisite course requirement is Intermediate Incident Command
System (ICS-300).
4. Applicability. ICS-400 serves as a pre-requisite course for many ICS
positions and is required in accordance with REF (A), which will soon be
updated as the Emergency Management Manual, Volume 4.
5. Although not required as per REF (A), all members interested in pursuing
Emergency/Incident Management professional development are encouraged to
take the new course via the Learning Management System (LMS).
6. All remaining sessions of the exportable ICS-400 course (501378) are
cancelled and the course code is inactive. Members who have completed the
previous version are not required to re-take the course.
7. Location. The ICS-400 course (100284) can be found on the LMS at:
https://elearning.uscg.mil/.
8. Course Certificate. Upon successful completion of ICS-400 SPeL, the
student will earn a completion certificate. The certificate can be accessed
from the LMS by visiting "My Account" and printing or downloading from the
"My Certificates" section.
9. The ICS-400 course supports the training requirements for all ICS
Performance Qualification Standard, which can be found at:

10. Questions regarding ICS positions and associated training should be
directed to the local unit ICS Coordinator.

12. This endeavor was a true collaborative effort and is the direct result
of combining skill, effort and perseverance on the part of the following

several emergency managers from across the enterprise.
