A. Contingency Preparedness Planning Manual Volume 4: Incident Management and Crisis
Response, COMDTINST M3010.24 (series)
1. The Office of Emergency Management (CG-OEM) is excited to announce the release of
the new Coast Guard ICS-300 Self-Paced eLearning (SPeL) course (100307). This is the
first of three ICS courses that will shift from a classroom delivery to a SPel course,
increasing accessibility of training to all Coast Guard members.
2. Course Description. ICS-300 is an online course that is designed for personnel and
supervisors assigned to key Emergency Operations Center (EOC) and Incident Command
Post (ICP) positions. It provides description and detail of the organization and
operation of the ICS, management of resources, describes the duties of all positions,
and provides examples of how the essential principles are used in incident and event
planning.
3. Prerequisites for ICS-300 include IS-100, IS-200, IS-700, and IS-800.
4. Applicability. ICS-300 serves as a pre-requisite course for all ICS positions and
is required in accordance with REF (A), which will soon be updated as the Emergency
Management Manual, Volume 4.
5. Although not required as per REF (A), all members interested in pursuing
Emergency/Incident Management professional development are encouraged to take the
new course via LMS.
6. All remaining sessions of the exportable ICS-300 course (501377) are cancelled and
the course code is inactive. Members who have completed the previous version are not
required to re-take the course.
7. Location. The ICS-300 course (100307) can be found on the Coast Guard Learning
Management System (LMS) at https://elearning.uscg.mil/.
8. Course Certificate. Upon successful completion of ICS-300 SPeL, the student will
earn a completion certificate. The certificate can be accessed from the LMS by visiting
"My Account" and printing or downloading from the "My Certificates" section.
9. The ICS-300 course supports the training requirements for all ICS Performance
Qualification Standard (PQS), which can be found at:

10. Questions regarding Incident Management Team/Area Command positions and associated
training should be directed to the local unit ICS Coordinator.
