SUBJ: HALF MASTING OF NATIONAL ENSIGN
A. U.S. Coast Guard Regulations 1992, COMDTINST M5000.3 (SERIES)
1. In accordance with DHS Directive 123-04, the Acting Secretary has authorized for the US and
DHS flags to be lowered in honor of CBP Border Patrol Agent Mordan, who died in the line of duty. 
Effective immediately, please lower both flags to half-staff from now through the date of
internment, June 18, 2020 at sunset. 
2. The national ensign and DHS flags shall be flown at half mast on all Coast Guard buildings,
grounds, and vessels not underway.
3. Internet release authorized.
