SUBJ: COVID-19: TEMPORARY CHANGE TO THE CG SUPPLEMENT TO JTR - VEHICLE
PROCESSING CENTER (VPC) SELECTION

1. This ALCOAST announces a temporary change to the CGS-JTR, REF (A),
affecting members’ choice of the use of a VPC for government funded shipment
of their Personally Owned Vehicle (POV). The temporary change in this message
is effective from 16 March 2020 and expires on 31 December 2020.
2. REF (B) dictates the Service concerned designates the ports or VPCs to be
used. REF (A) further designates the Ports of Embarkation, Ports of
Debarkation and VPC are the closest ones to the old and new PDS.
3. Due to the effects of COVID-19 to the shipping and transportation
industry, the mandatory use of the closest VPC is temporarily relaxed until
31 Dec 2020. Members may utilize the VPC of their choosing as long as that
facility is the closest to their old PDS, new PDS, or along the direct route
between the two. All other provisions in REF (A) remain unchanged.
4. Members must indicate their alternate VPC selection on their Float Plans,
receive concurrence from their receiving command, and have their orders or
amendment indicate the alternate VPC selection.
5. Members whose orders already authorized an alternate VPC after 16 Mar 2020,
and did not get reimbursed, are requested to submit a supplemental travel
claim to PPC for reimbursement. This ALCOAST serves as the authority, no
waiver from COMDT (CG-1332) will be needed. Supplemental travel claims lacking
the specific alternate VPC on orders or amendment will be denied. Members in
receipt of orders without their preferred authorized alternate VPC must have
their orders amended prior to travel.
6. Members are reminded that the Department of Defense is moving toward
lifting COVID-19 stop movement orders and increased demand for HHG and POV
shipments will occur.
