1. AY20 SELRES assignment actions are complete per the timelines
announced in REFs A through E, and AY21 preparations are underway.
Assignment actions and processes were employed to address Service
requirements, meet unit needs, and consider member desires to the
greatest extent possible.
2. Summary of AY20 CAPT and CDR assignments (AY19 numbers in
parenthesis):
   a. CAPT/CDR assignment to SELRES positions:
      (1)  O6/O6(sel): 16 (25)
      (2)  O5/O5(sel): 55 (66)
   b. CAPT/CDR assignments to the Individual Ready Reserve (IRR):

   f. There were more CAPTs/CAPTs(sel) in an active status than
available paid SELRES positions. All CDRs/CDRs (sel) who submitted an
e-Resume during AY20 received a paid assignment.
3. Summary of AY20 LCDR and below assignments (AY19 numbers in

4. Reducing assignments to units outside of RCD continues to be a
priority. In some cases, where members reside beyond RCD of any unit,
assignment within RCD was impossible.
5. Continuously improving data collection and assignment management
efforts yielded better tracking of assignments within RCD. Overall,
76% of AY20 junior officers and enlisted assignments were within RCD.
Assigning senior officers within RCD continues to be a challenge. 33%
of AY20 CAPT/CDR assignments were within RCD. 
6. Junior enlisted members who sought assignment in AY20 were required
to comply with the AY timeline IAW REF D. This requirement assisted
commands in planning for rotations, educated junior enlisted members
on assignment requirements, and streamlined overall management and
processing of assignments.
7. All members who received an assignment were notified NLT 31 MAY 20. 
Reservists who are tour complete in AY20 and submitted an e-Resume but
have not received assignment notification should contact their AO
immediately.
8. Due to ongoing staffing shortages in the Deployable Specialized
Forces (DSF) community, RPM-2 continues to identify reservists who
meet the criteria outlined in REF F for Service need assignments to
fill critical vacancies. Members that live within RCD of a DSF unit
are reminded that they may be involuntarily assigned if not enough
qualified volunteers are identified. RPM-2 developed, published and
instituted an assignment strategy to fill critical DSF positions.
Notifications of potential candidacy for involuntary DSF assignment
were sent to 863 members residing within RCD of a Port Security Unit.
9. Lessons learned:
   a. Processing orders: Commands continue to leave SELRES PCS orders
and extensions unprocessed in Direct Access, resulting in Personnel
Allowance List (PAL) discrepancies. Commands are reminded to ensure
SPOs execute all orders and extensions issued for their units within
30 days of a member’s report date.
   b. E-Resumes:
     (1) During AY20 numerous members who were tour-complete or on
long-term ADOS failed to submit, submitted late, or submitted
unrealistic e-Resumes. Members are required to know their rotation or
ADOS termination dates and comply with published timelines. Members
shall adhere to the e-Resume submission deadline and may contact their
AO for assignment counseling prior to submitting an e-Resume.
     (2) Members are advised not to repeat information contained in DA
or the Electronically Imaged Personnel Data Record (OERs, CG-4082s,
etc.) in the Member Comments section of their e-Resume.
   c. Assignment decisions are based on information contained in
official personnel records and are in alignment with REFs A through F.
Commands and reservists are reminded to review AY kickoff messages and
current assignment policy.
   d. Changes in Reserve Component Category (RCC): Status change
requests (retirement requests, transfer to IRR, etc.) received after
the deadline for Command Concerns and e-Resumes place the unit at risk
of a billet vacancy and the member at risk of having his or her
request denied or delayed. REF F authorizes submission of retirement
requests up to one year prior to the effective date, and RPM strongly
encourages members to submit requests for retirement or other RCC
changes at least nine months prior to the desired effective date.
   e. RPM Roadshow: Commands are reminded to review ALCGRSV 046/19
Reserve Personnel Management Roadshow Solicitation for RPM outreach
opportunities.  The primary window for RPM Roadshows is 01 Jun to 31
Oct, however alternate dates may be authorized based on unit needs.
10. IAW REF F, members who decline SELRES assignment must notify RPM
of their intent to decline within 30 days of the orders issuance date.
Notification of intent to decline SELRES PCS orders must be forwarded
electronically to the appropriate AO for action. Failure to notify RPM
of intent to decline may result in discharge for unsatisfactory
participation.
11. RPM will continue to communicate through traditional channels
(message traffic, off-season solicitations, and shopping list
updates). Reserve assignment information is available on the PSC-RPM
website (http://www.dcms.uscg.mil/PSC/RPM/RPM-2/RPM-2/). AY21 guidance
will be provided in the AY21 Kick-off messages, which we anticipate
releasing in August 2020.
