SUBJ:  MERITORIOUS ADVANCEMENT OF ENLISTED PERSONNEL
A. Meritorious Advancement Program, COMDTINST 1430.2 (series)
1. The Meritorious Advancement Program (MAP) is a talent management program
designed to recognize superior performance and exceptional adherence to our
core values that, in an Advancement Authority’s judgment, clearly warrant
advancement. MAP provides the process to advance Petty Officers without
participation in the servicewide examination (SWE) competition. Meritorious
advancement is limited to pay grades E-4 and E-5 to the next higher paygrade
IAW REF (A).
2. The Assistant Commandant for Human Resources, COMDT (CG-1) delegates limited
advancement authority specifically by this ACN. The Commandant and Vice Commandant
can meritoriously advance members at their discretion. Vice-admirals are
authorized to meritoriously advance up to three servicemembers per calendar year.
District Commanders, FORCECOM, DOL, Cyber Command, and PSC Rear Admirals are authorized one
meritorious advancement per calendar year. These Advancement Authorities may
consider and meritoriously advance members in pay grades E-4 and E-5 to the next
higher pay grade.
3. To minimize the administrative process, the required forms found at:
https://cg.portal.uscg.mil/units/psc/psc-epm/SitePages/Advancements.aspx/ are to
be utilized to determine candidate eligibility and streamline the meritorious
advancement process.
4. Policies and standards in REF (A), not specifically addressed in this ACN,
remain unchanged.
