NONAPPROPRIATED FUND (NAF) YEAR 2020 BUDGET GUIDANCE UPDATE
A. ALCGPSC 117/19
1. The Non-pay Compensation Program Board of Directors approved a per capita
distribution of 50 dollars for NAF Year 2020 at the March 2020 meeting. Ref A also provided several planning factors to assist commands in developing their 2020 NAF budgets. Here are updates to those factors:
  a. A 3.1 percent increase for a cost of living allowance is in effect.
  b. The employer’s cost of health care premiums for eligible NAF employees will
increase 11.2 percent compared to last year. 
  c. The liability insurance premium will increase 16 percent compared to last year. The reason for this increase is market wide increase in liability premiums due to the high-risk state of the world. In an effort to keep premium costs manageable, coverage was reduced. 
  d. Other factors for worker’s compensation claims, retirement payments, Tuition
Assistance, and Payment Card Industry compliance expenses remain the same as in Ref A.
