SUBJ: ENLISTED PERSONNEL MANAGEMENT COMMAND CONCERNS AND PAL VALIDATION AY21
A. Military Assignments and Authorized Absences, COMDTINST M1000.8(series)
1. Discussion: Command Concerns (COMCONs) and Personnel Allowance List
Validation (PALVAL) are an integral part of the assignment process during
each assignment year (AY). They are conducted in concert with unit commands
and assignment officers to ensure timely input is received from units so the
assignment officers can take appropriate action with unit, member, and Service
needs to confirm positions are shopped and filled correctly.
2. Action: Unit OICs, COs, and Commanders are required to submit their unit’s COMCONs IAW 1.C.1.b.5 of ref (a).
The deadline for submission is 01AUG20.
3. Procedures: EPM-2 created a comprehensive guide and template for commands to
properly submit COMCONs. To view the template and guide go to the EPM-2 Portal
at https://cg.portal.uscg.mil/units/psc/psc-epm/DropOffLibrary/Forms/AllItems1.aspx
The template and guide directed format is the only format EPM-2 will accept. EPM-2
receives COMCONs from every unit and if they are received in an unauthorized format
they will be rejected and returned for subsequent submission.
