1. This ALCOAST announces the convening of the FY21 SDP/AP Panel. The SDP/AP panel
will convene 27 MAY 20.
2. SDP/AP are special pays intended to encourage officers and enlisted personnel
to consider career fields of particular importance to fulfillment of Coast Guard
missions. Requests for SDP or AP will be evaluated on the following basis:
a. SDP: Performance of duty requiring special qualifications of difficulty and
arduousness of a greater degree than that expected of the majority of Coast Guard
personnel.
b. AP: Assignments that are extremely demanding of time and impose a greater
degree of responsibility than that expected of other members of similar grade and
experience.
3. In accordance with REFs (A) and (B), the SDP/AP panel will evaluate requests for
SDP and new AP authorizations. All FY2020 SDP authorizations must be revalidated by
requests from program managers in order to be continued in FY2021. AP authorized in
FY2020 does not require revalidation for continuation in FY2021. Current authorized
SDP/AP authorizations and pay levels are contained in REF (C).
4. All SDP and new AP authorization proposals must be validated and endorsed by
program managers annually prior to panel consideration. Commanding Officer
assignments will not be considered for SDP or AP. Written SDP/AP requests and
revalidation of current SDP authorizations must be submitted via email attachment
to: COMPENSATION@USCG.MIL NLT 15 May 2020 - include "New AP Request" or
"SDP Request" in the email subject line, as appropriate.
5. Previous fiscal year authorization of SDP does not automatically guarantee
re-authorization for FY21. All request from last year and new ones must be
re-submitted and endorsed by the program managers prior to the panel consideration
and will compete for the scarce special pay funding available to the Coast Guard.
Requests arriving after deadline or lacking CGHQ program manager endorsement will
not be considered by the panel. All SDP and new AP requests and program manager
endorsements must include:
a. Justification for the requested SDP/AP Level.
b. Number of positions affected. If the requested SDP/AP is tied to specific
billets, provide a list with PAL Position numbers.
c. Address potential billet changes for FY21 & FY22 and billet impact on
operational requirements, if applicable.
d. Provide detailed cost estimates for the proposal using SDAP pay level
(SD1 thru SD6) as a recommended level. If the recommended level is greater than SD1,
include cost estimates for lesser SD rates. SD pay rates for SDP are contained in
REF (A). Use SD levels for AP cost estimates.
e. Include specific conditions of eligibility for the proposed SDP or AP, such
as (but not limited to) locations, qualifications required (along with any
currency requirements), frequency of performance for continued eligibility, and
member status (Officer/Enlisted/both, Active component/Reserve component/both), if
Reserve active duty (including ADT) only or both active duty or inactive duty.
