SUBJ: UPDATE TO RESERVE OFFICER RETIREMENT POLICY REGARDING HIGHEST GRADE HELD
A. Reserve Policy Manual, COMDINST M10001.28 (series)
1. This ACN announces immediate changes to REF (A) and is aligning Coast Guard
policy with current law as dictated in 10 USC § 1370 and clarifies the obligated
service following promotion to the next higher grade. Article 8.O.2 of REF (A)
is amended as follows:
8.O.2. Unless entitled to a higher grade under another provision of law, Reserve
commissioned officers, not on the active duty promotion list and who are
voluntarily transferred to the Retired Reserve, are entitled to be placed on the
retired list in the highest grade satisfactorily held if the following
time-in-grade requirements are met:
8.O.2.(1) For pay grades O-4 and below, a minimum of six months time-in-grade
must be served to retire in that grade.
8.O.2.(2) For pay grades O-5 and above, a minimum of three years time-in-grade
must be served to retire in that grade.
8.O.2.(3) In accordance with § 1370 of REF (A), Commander (CG PSC) may approve
reduced time-in-grade retirements of not less than two years for pay grades O-5
and O-6.
8.O.3. Unless entitled to a higher grade under another provision of law, Reserve
commissioned officers, not on the active duty promotion list and who are
involuntarily transferred to the Retired Reserve, due solely to age or
time-in-service restrictions, or by board action including non-retention or a
second or more non-selection, or physical disability as determined by a Medical
Evaluation Board, are entitled to be placed on the retired list in the highest
grade satisfactorily held. The minimum time-in-grade requirement for these
retirements is six months.
2. This change is effective immediately and will be reflected in REF (A) in the
next update within the next year.
3. Policies and standards in REF (A) not specifically addressed in this ACN
remain unchanged.
