1. This ACN announces updates to policy and standardizes training and operational
requirements for utilizing the Navy's 3-M system as outlined in REFs (A) thru (E).
The Coast Guard utilizes Maintenance and Material Management (3-M) policies and
procedures developed by the U.S. Navy to support maintenance on installed Navy
Type-Navy-Owned (NTNO) equipment, small arms, explosive safety, dive equipment, and
limited functions of damage control equipment. A comprehensive analysis of these
requirements highlighted differences in information technology (IT) systems,
billeting structures, and maintenance philosophies which impact the Coast Guard's
ability to fully implement the Navy's 3-M program in accordance with those policies.
2. More than 80% of Navy’s 3-M Personnel Qualification Standards (PQS) are not
used by the Coast Guard due to differences highlighted in paragraph (1). This
results in more than 600 units individually reviewing and striking-out over 300
non-applicable performance and knowledge related tasks, creating a significant
and repetitive administrative burden on an already resource constrained workforce
and often results in non-standard and non-compliant 3-M programs across the fleet.
3. To alleviate this burden and the associated compliance challenges faced by
these units, a Board of Experts (BOE) was established to complete a line by line
evaluation of the Navy’s 3-M PQS program (NAVEDTRA 43241-M). Over a twelve month
period, the BOE removed non-applicable performance and knowledge related tasks,
and incorporated requirements that were specific to IT tools and procedures,
i.e., Electronic Asset Logbook (EAL), and eLog, which the Coast Guard utilizes to
maintain compliance with 3-M policies.
4. This ACN establishes the CG 3M PQS for 3-M qualifications and can be found at
the CG NAVY 3-M PQS portal at: https://cg.portal.uscg.mil/units/sflc/SServices/
ESD/EOB/ord/navy3m/SitePages/Home.aspx.
5. These updates will be implemented into the next revisions of REFs (A) thru (D),
which will be released within the next year.
