B. Reserve Policy Manual, COMDTINST M1001.28 (series)
C. COMDT COGARD WASHINGTON DC 231344 APR 20/ACN 054/20
1. The performance of IDT and ADT-AT remain mission essential activities ensuring
individual mobilization and unit readiness to respond to contingencies, as outlined
in REF (A). Commands must balance operational readiness with risk of exposure when
determining whether scheduled IDT or ADT-AT should be canceled or rescheduled.
2. While drills may be rescheduled, there may be circumstances where required
readiness training can be provided through alternative means, and at locations
other than the normal drilling unit, including the member’s residence. Commands are
responsible for working with their reservists to develop alternative training plans
and to document the authorization to perform duty remotely. The decision to
authorize remote drilling must be documented in the notes section when submitting
an IDT drill in Direct Access to include the location authorized.
3. As noted, Commands may authorize SELRES members to perform IDT from a remote
drill location, including from the member’s residence, when it is not advisable
for the member to perform IDT at the regular duty location. In order for SELRES
members to perform IDT from their home, the following requirements must be met:
    a. Training must align with IDT requirements in REF (B). Members and commands
are reminded that drills of more than two hours, but less than four, may qualify
for an unpaid drill.
    b. Training activities shall result in a measurable product. Drilling remotely
for the purpose of general study of references, manuals, TTPs, etc. does not
meet this requirement. However, study of appropriate references in conjunction
with completion of a measurable product is authorized.
4. Examples of measurable product include:
    a. Successful demonstration of completion of Rating Performance Qualification (RPQ),
Enlisted Performance Qualification (EPQ), or assigned competency Performance
Qualification Standard (PQS) tasks. As appropriate for the task, completion may be
documented by the production of a written product or by demonstrating skills through
the use of approved video or other teleconferencing solutions.
    b. Successful completion of a formal or informal oral examination as part of a
course of study related to Rating Performance Qualifications, Competency requirements,
and Servicewide Examinations through the use of approved video or other
teleconferencing solutions.
    c. Augmentation support or administrative tasks assigned by the command that are
related to the member’s position, rating, or specialty.
5. Reservists who are authorized to conduct training remotely are not authorized a
subsistence allowance for periods of IDT, RMP, or ATPs performed at their home,
regardless of the duration of those periods per REF (C).
6. While drilling remotely is authorized, the preferred alternative training method
is the completion of electronic-based distance learning (EBDL) courses IAW REF (B)
as authorized by the command. This will ensure the maximum number of drills are
available for operational training when the situation allows for resumption of
regular drilling. The updated list of approved courses can be found at:
https://www.reserve.uscg.mil/Resources/CG131/CG1311/Training/EBDL/.
7. A list of FAQs regarding performing duty and various other topics related to
COVID-19 can be accessed at: https://www.uscg.mil/Coronavirus/FAQ/.
8. This COVID-19 specific policy remains in effect until canceled and will be
evaluated for potential inclusion in the next revision to REF (B).
9. RDML T. C. Wiemers, Assistant Commandant for Reserve, sends.
10. Internet release is authorized.
