1. Purpose. This ACN promulgates policy regarding IDT subsistence allowance, formally
IDT COMRATS, for enlisted reservists performing paid Inactive Duty for Training (IDT),
Readiness Management Period (RMP), or Additional Training Period (ATP) drills remotely.
2. Background. Commands were encouraged in REF (A) to provide maximum flexibility in how reservists obtain required training. One recommendation included the use of electronic training at a location other than the member’s regularly assigned drill location,
including the member’s home. REF (B) states that the Secretary concerned may provide
enlisted members of the reserve component rations in kind (RIK) for periods of instruction of at least eight hours in a calendar day. This is intended to provide subsistence for members who are drilling at a military facility, where the military is responsible for providing the enlisted member a meal or RIK compensation as they do not or may not have the ability to provide a meal for themselves.
3. Policy. Coast Guard enlisted reservists who are authorized to conduct training remotely are not authorized a subsistence allowance for periods of IDT, RMP, or ATP performed at their home, regardless of the duration of those periods.
4. This updated policy will be incorporated in future revisions of REF (C), which will be
released within the next year. Further guidance on electronic training conducted
remotely will be provided separately.
