SUBJ: PROMULGATION OF THE SPECIAL NEEDS PROGRAM
A. Special Needs Program, COMDTINST 1754.7C
B. Special Needs Program, COMDTINST 1754.7B
1. This ACN announces the promulgation of REF (A). REF (B) is hereby cancelled.
2. Major policy changes to REF (A) are as follows:
    a. Implementation of the special needs category system;
    b. Transfer of cases will be centrally managed, and may not coincide with the
enrollee’s permanent change of station;
    c. Addition of the HSWL SC Medical Administration Division and Medical Administration
Regional Coordinators as entities involved in policy execution; and
    d. Reservists who are eligible for TRICARE Extended Care Health Option (ECHO) may
enroll in Special Needs to ensure access to services.
3. There will be no hardcopy distribution of this change. An electronic version is
