CULINARY SPECIALIST OF THE YEAR (CSOY) AND DINING FACILITY OF THE YEAR (DFOY)

1. In accordance with REF (A), a selection board convened to review nominations for
the CSOY and the DFOY.
2. We are pleased to announce the selection of Culinary Specialist First Class (CS1)
Joseph Antonaccio from CG STA SHINNECOCK, NY as the CSOY.
    a. CS1 Joseph Antonaccio demonstrated exceptional leadership and professionalism
exemplifying the desired attributes of the CS rating while serving as the Food
Service Officer at CG STA SHINNECOCK, NY. CS1 Antonaccio made invaluable
contributions to the unit, the Sector, the Coast Guard and the local community.
Focusing on superior customer service and culinary excellence, CS1 Antonaccio
instituted himself as an essential element to the exceptional mission success and
high crew morale. CS1 Antonaccio is a certified personal trainer, he used his
expertise to help members make healthy lifestyle choices and comprehensive workout
plans. CS1 Antonaccio is the unit Command Drug and Alcohol Representative and has
assisted in three different cases from various units in the AOR in 2019. CS1
Antonaccio is also a Casualty Assistance Calls Officer, and played a crucial
role in helping a member from a neighboring unit in dealing with the loss of a
spouse. Furthermore, CS1 Antonaccio is a Command Financial Specialist, and holds
monthly trainings for the entire sector; which have been attended by over 30 CG
members, teaching them how to manage finances, purchase vehicles, understand credit,
plan for retirement, and understand simple investing. CS1 Antonaccio volunteered to
be the unit’s chairman of the Leadership and Diversity Advisory Council, and played
an integral role in facilitating positive communication between the command and the
crew. CS1 Antonaccio is also a CISM Peer, unit Morale Officer, and unit Master at
Arms. CS1 Antonaccio was given the opportunity to represent the CG at the 2019
“Taste of the Jets”, an event hosted by the New York Jets and the NFL. CS1
Antonaccio competed against seven different teams from the five military branches
of service, the NYPD and the FDNY. The event was judged by current and former NFL
players and CS1 Antonaccio's culinary offerings were the only ones to earn a
perfect score. CS1 Antonaccio was presented with a Championship Belt by the NY
Jets for outstanding performance during the event. He is an inspirational role
model and mentor; through remarkable leadership, initiative, and service,
CS1 Antonaccio epitomizes our core values of Honor, Respect and Devotion to Duty.
    b. CS2 Samantha Green stationed onboard the USCGC SWORDFISH as an Independent
Food Service Officer is the CSOY Runner-up. CS2 Green displayed an unparalleled
commitment to duty and the Coast Guard. Last year, during a scheduled galley
closure for dry dock, CS2 Green requested to perform an internship with local
restaurants in the Port Angeles area. After completing several interviews, CS2
Green began an internship at one of the finest restaurants in Port Angeles, WA,
starting off in food prep. Within two weeks CS2 Green moved up to line cook. The
owner/manager stated they had never moved anyone to line cook so fast; the normal
progression is six months of training and learning the menu. At the completion of
the 45 day internship, CS2 Green organized a unit morale lunch at the restaurant,
allowing every member of the crew the opportunity to taste and experience the
delicious dishes that CS2 Green had been preparing for local patrons. In addition
to CS2 Green's primary duties as the Independent Duty FSO, CS2 Green serves as
the unit's Morale Petty Officer, Master at Arms (MAA), Inport OOD, .50cal
Gunner/Loader, Deck-in-Charge, On-Scene Leader, Investigator, Boat Crewman and
Cutter Surface Swimmer for USCGC SWORDFISH. As MAA, CS2 Green has completely
rebuilt the ship’s daily cleanup program by assigning regular duties to each
person for each space. This is a vast improvement that promotes accountability
for cleanups. CS2 Green's commitment to excellence serves as a model for all
Coast Guard men and women to follow.

4. I would like to thank the commands who recognized our many high performing CSs
and CG dining facilities. Congratulations to the 2019 Forrest O. Rednour Memorial
Award winners and to all of the nominees for their exceptional professionalism in
the CS rating. Each of you are commended for your extraordinary performance and
expertise.
