SUBJ:  SOLICITATION FOR DIVERSITY AND INCLUSION EDUCATION AND AWARENESS PROGRAM PARTICIPANTS
1. As announced in the State of the Coast Guard Address, the Commandant
will soon issue the 2019-2023 Diversity and Inclusion Action Plan.
Consistent with this plan and the Commandant’s Guiding Principles, we
are implementing the Diversity and Inclusion Education and Awareness
Program (DIEAP). This program will develop Change Agents who will provide
D&I training, coaching, and support to unit leaders and LDACs and, most
critically, coach Commanding Officers and Officers In Charge through
difficult workplace climate concerns. Program participants will also be
equipped with knowledge and skills to build common ground for meaningful
dialogue about civility, equity, diversity, inclusion and cross-cultural
relationship building.
2. To be successful, we need to identify a cadre of highly motivated and
committed personnel with the capacity to serve as collateral duty D&I
Change Agents. The DIEAP is a six month, developmental process, which includes:
    a. A 10-day in-person training course.
    b. A six month Practicum which includes:
       (1) six bi-weekly virtual labs (one hour each delivered over three months).
       (2) 16 peer coaching hours.
       (3) six mentor coaching hours.
       (4) one 500 word essay reflecting on the diversity coach learning
journey and personal plan to use newly acquired skills.
       (5) completion of facilitation benchmarks (facilitate at least one
two hour course per month over three months to a minimum of eight people)
and completion of three virtual labs (90 minutes each delivered over three months).
3. Application Requirements:
    a. This program is open to all civilians, active duty and reserve
military personnel.
    b. Applicants must have command support and 24 months remaining on their
current enlistment or signed service agreement.
    c. Applicants must submit a one page narrative (memo format) that includes
their interest in becoming a D&I Change Agent and their commitment to
furthering diversity and inclusion within the Coast Guard.
    d. Applications must include a command endorsement no greater than one page,
addressing the applicant’s potential to serve as a D&I Change Agent and the
command intent on how the D&I Change Agent would benefit the service.
    e. Resident Session Dates (Due to COVID-19, sessions may be virtual and
dates may change): June 15-26, 2020 in California (Location TBD); July 13-24,
2020 in Virginia (Location TBD); and September 14-25, 2020 CG Headquarters,
Washington, DC. Travel expenses will be covered by COMDT (CG-127).
    f. Application Deadline: 30 April 2020
    g. Selected members will be notified OOA 15 May 2020.
