The COVID-19 pandemic is making it difficult or impossible for many CG/PHS/NOAA retirees, dependents, and annuitants to renew their military ID cards. The Office of the Secretary of Defense (OSD), Defense Manpower Data Center (DMDC) is the directing authority for the Defense Enrollment Eligibility Reporting System (DEERS), TRICARE eligibility, and Military ID Cards.  The DMDC has provided the following general guidance on these and related topics at: https://milconnect.dmdc.osd.mil/milconnect/public/faq/DEERS-TRICARE_and_DEERS

•  A current Military ID Card is NOT needed to be eligible for TRICARE benefits. Eligibility is based on the sponsor's status and family member's relationship with the sponsor.
• To be eligible and enroll in TRICARE, you must be registered in DEERS.   Incorrect information in your DEERS record can cause problems with TRICARE claims and other health care benefits. It's critical you maintain accurate DEERS records.
• Milconnect is a portal that allows sponsors and their eligible beneficiaries to access personnel information through a secure login. You are encouraged to review and update information related to your health care and other benefits at: https://milconnect.dmdc.osd.mil/milconnect/
• The DMDC/DEERS Support Office (DSO) supports retirees by responding to questions on DEERS enrollment, TRICARE eligibility, and Military ID Cards, and helping to register in milConnect. Hours of Operation are 5:00am - 5:00pm PST Monday - Friday, excluding federal holidays. You may contact the DSO 24 hours a day, 7 days a week, through the automated system.
