SUBJ: 2019 COAST GUARD ENLISTED PERSONS OF THE YEAR SELECTION
1. We are pleased to announce the selection of HS1 Steven R. Schink of USCGC
ACTIVE as the 2019 Enlisted Person of the Year - Active Duty Component, and ME1
Joseph M. Curley of Coast Guard Sector Delaware Bay as the 2019 Enlisted Person
of the Year - Reserve Component.
    a. HS1 Schink currently serves as the Independent Duty Health Services
Technician (IDHS) onboard USCGC ACTIVE, homeported in Port Angeles, WA. Exhibiting
the highest degree of professionalism, he provided healthcare and managed medical
readiness for a crew of 75 Coast Guardsmen. A self-starter, he became one of the
first Federal Aviation Administration (FAA) licensed Unmanned Aircraft System (UAS)
Pilots on a Medium Endurance Cutter. He developed best practices for flight
procedures, cutter evolutions, and missions that helped establish the Coast Guard’s
UAS program. Maximizing training opportunities, he spent countless hours training
shipmates in pursuit of damage control, davit operator, and Inport Officer of the
Day (OOD), leading to over 36 qualifications. A highly respected community leader,
HS1 Schink volunteers his time with Partnership in Education, coordinating medical
training for students. Additionally, he inspires and positively impacts many
children through his work with Jerusalem Baptist Mission.
    b. ME1 Curley currently serves on the Sector Boarding Team at Coast Guard
Sector Delaware Bay, Philadelphia, PA. While deployed to Joint Task Force
Guantanamo's Maritime Security Detachment, he demonstrated exemplary initiative as
a founding member of the Lighthouse Heritage Team Guantanamo Bay, an inter-service
volunteer group that dedicated more than 2,200 hours to preserve the historic
lighthouse, display artifacts, host 78 tours and a myriad of functions, and manage
the gift shop. After returning from back-to-back deployments to Guantanamo Bay
where he lead on the frontline, he immediately recertified as Boarding Officer and
resumed his leadership role on the Sector Boarding Team. His team completed four
deep-draft and 11 routine boardings, qualified three members as a Boarding Officer
or Boarding Team Member, and supported two Customs and Border Protection operations.
A dedicated servant-leader, he assumed his teammates' responsibilities so they could
pursue important Incident Command System (ICS) qualifications including Safety
Officer, Unit Public Affairs Officer, Emergency Preparedness Liaison Officer, and
Continuity of Operations Officer. He also filled in for a firearms instructor,
enabling that member to certify 60 reservists in small arms qualifications.
2. Petty Officer Schink and Petty Officer Curley are exceptional Coast Guardsmen
who embody our Core Values both on and off duty.
3. The following individuals are also worthy of special recognition, having earned
nominations from their commands and the respect of their fellow Coast Guard men and
women as 2019 Enlisted Persons of the Year at the District level:
