SUBJ: PROMULGATION OF THE COAST GUARD TECHNICAL DATA MANAGEMENT POLICY
A. Coast Guard Technical Data Management (TDM) Policy, COMDTINST 4105.2
B. Coast Guard Technical Data Management (TDM) Handbook
1. This ACN announces the release of REF (A) and REF (B).
2. Effective immediately, REF (A) shall be used as the principal policy
document for leading, governing, integrating, and managing all TDM functions
throughout the CG enterprise and shall be used in concert with REF (B).
3. REF (A) addresses high-level TDM requirements, provides Coast Guard
TDM policy and guidance.
4. REF (B) provides detailed guidelines to the CG workforce on how TDM
requirements are to be met and how to execute TDM. REF (B) addresses
the application of TDM. It is comprised of analysis and practices to
effectively and efficiently specify, Develop/acquire, receive, distribute,
identify/mark, protect, update, apply, review/audit, and maintain technical
data and the rights and licenses that allow the Coast Guard to utilize it.
5. TDM provides the standard format, structure, and requirements necessary
to produce/acquire and maintain technical data that:
    (1) Meets Coast Guard mission readiness and execution goals while
minimizing Total Ownership Cost (TOC);
    (2) Accurately defines physical and functional characteristics of Coast
Guard assets;
    (3) Proactively evaluates the Coast Guard’s present, emerging, and
future technical data format and functionality requirements in light of
emerging technologies such as Additive Manufacturing (also known as Three-
Dimensional (3D) printing), Model Based Design (MBD), and Model Based
Enterprise (MBE); and,
    (4) Complies with legislative, legal, and departmental mandates and Coast
Guard policies.

7. The Configuration Management Division, COMDT (CG-444) is the Technical
Authority (TA) over TDM. COMDT (CG-444) performs oversight on TDM activities
and maintains REF (A) and REF (B). Recommendations for improvement or
corrections shall be submitted to COMDT (CG-444).
