1. This ALCOAST provides Coast Guard (CG) Reservists and their commands
guidance for Inactive Duty for Training (IDT) and Active Duty for Training -
Annual Training (ADT-AT); these duty types are considered mission essential as
the purpose is to provide individual mobilization and unit readiness training
to support contingencies. 
2. Reservists not on active duty, (e.g. Selected Reserve (SELRES) and
Individual Ready Reserve (IRR)) are required to perform duty in accordance with
orders issued by cognizant authority as outlined in REF (A). However, Commands
are encouraged to provide maximum flexibility to their Reserve members, while
balancing operational readiness with exposure risk to members and the unit
given the number of reservists who travel from outside of the reasonable
commuting distance to their units. Commands continue to have an obligation to
provide written orders for the performance of all types of active duty and
inactive duty.
3. Commands in areas experiencing sustained community transmission should
consider whether assigned reservists can obtain required training at other
units, through alternative means, or should have their training rescheduled for
a later date. Should a unit elect to allow members to drill at locations other
than their normal drilling unit, they may become eligible for unit funded
travel entitlements as described in Chapter 2.F of  REF (A).
4. Commands may change, reschedule, or cancel IDT for Reserve members in
accordance with Chapter 2.E of REF (A). Excused absences are not counted in
meeting a member’s fiscal year IDT drill requirement as outlined in Chapter 4.B
of REF (A). Reservists that are absent from a scheduled drill without prior
authorization of their supervisor shall continue to have their drill reported
as unexcused.
5. Reservists must promptly update their command of any factor that would
immediately affect their availability for inactive or active duty as outlined
in chapter 4.B.1.h of REF (A). This includes any travel to, or through any
country or territory (including transportation hubs), that the CDC has issued a
Level 3 Travel Health Notice. Further, they shall not return to a CG
workspace until 14 days have passed since leaving that location. This also
includes someone who is subject to self-monitoring due to travel or exposure
history.
6. Reservists not on active duty are highly discouraged from traveling to areas
within the U.S., including territories, experiencing sustained community
transmission. Reservists who travel through sustained transmission areas, are
required to travel extensively for their civilian occupations, or who are first
responders may be at heightened risk for exposure to COVID-19. These Reserve
Component members shall communicate with their commands to determine if
participation in regularly scheduled IDT or ADT is advisable.
7. The return from travel requirements and restrictions outlined in REF (B)
apply at all times to all Coast Guard members, including reservists returning
from personal travel.
8. As the response to COVID-19 progresses and more information is determined,
other options may be utilized, such as Commanding Officers exercising the
discretion to waive the ADT-AT requirement as outlined in Chapter 4.B.3 of REF
(A). A waiver of the ADT-AT requirement does not waive, replace, or count for
points required for a qualifying year of service for retirement. ADT-AT waives
shall be documented via Administrative Remarks, Form CG-3307, as outlined in
the Chapter 4.B.3.b of REF (A).
9. CG members should strictly adhere to overarching guidance provided in REFs
