A. Child Development Services Manual, COMDTINST M1754.15 (series)
1. Office of Work Life, Family Services Division (CG-1112) is conducting a
Child Care Needs Assessment for active duty servicemembers and civilian
employees to evaluate and understand the child care challenges facing our
families and to determine the effectiveness of the current Coast Guard
programs and policies. The final report will be used to develop a strategic
plan, policy, and guidance for child development services.
2. ICF-Miracle Systems, Limited Liability Company (LLC) has been awarded
the contract to conduct the Child Care Needs Assessment for the Coast Guard
and will use three methods of research and data collection to complete their
study, these include: 1) focus group meetings with semi-structured interviews
with a variety of community members in ten Coast Guard locations; 2) market
analysis in 25 remote counties and cities where active duty and civilian
employees of the Coast Guard reside; and 3) a web-based survey of active duty
and civilian employees.
3. ICF-Miracle Systems, LLC through COMDT (CG-1112) will send an email
invitation to servicemembers and civilian employees to participate in the
on-line survey in late spring and focus groups will be coordinated through
the ICF-Miracle Systems team throughout the months of March to June. The focus
groups will be held in ten (10) locations and coordination has already begun
for Coast Guard bases in: Alameda, CA; Boston, MA; Charleston, SC; Cleveland,
OH; Kodiak, AK; Miami, FL; New Orleans, LA; Portsmouth, VA; Seattle, WA; and
Washington, DC (NCR).
4. Unit leaders and supervisors are encouraged to alert members and employees
to participate, that the email invitation from ICF-Miracle Systems, LLC and
COMDT (CG-1112) is not spam, and explain that voluntary participation is highly
encouraged in any focus groups, interviews and web-based surveys.
