SUBJ:  FY20 WORKFORCE PLANNING TEAM RESULTS – NAVAL ENGINEER OFFICER
INTERVENTION – SITREP 1
A. COMDT COGARD WASHINGTON DC 061500 SEP 19/ACN 103/19
B. COMDT (CG-5305A) (09/19) NAVAL ENGINEER OFFICER (CG-ENG-12) BONUS AGREEMENT
1. This ACN clarifies the Naval Engineer Officer Bonus policy and Bonus Agreement
announced in REFs (A) and (B).
2. ELIGIBILITY. Paragraph 4.e of REF (A) established the eligibility requirements
for receipt of the FY20 Naval Engineer Officer Bonus. Such eligibility criteria
included acceptance of assignment to a Naval Engineering COMDT (CG-ENG-12) billet
during Assignment Year (AY) 2020 or AY2021 process. However, due to AY timeframes,
at the time of required bonus agreement submission (07 October 2019) no members
had yet accepted AY2020 or AY2021 orders. Accordingly, completion of all eligibility
requirements at the time of submission was not possible. For any member who
submitted an executed Bonus Agreement REF (B) that stated they had already completed
the eligibility requirements and certified such understanding by checking block 2.a.1,
such agreements will be treated as having met all eligibility requirements with the
exception of the acceptance of assignment requirement under block 2.a.2.
3. EFFECTIVE DATE of BONUS AGREEMENT. Per REFs (A) and (B), the effective date of
the Bonus Agreement (which is also the date that obligated service begins) is the
date in which a member has met all eligibility criteria. This includes acceptance
of assignment to a Naval Engineering COMDT (CG-ENG-12) billet, but not later than
30 Sep 2020. If member does not intend to execute these orders and is otherwise
eligible to request resignation, retirement or release from active duty, he/she must
advise PSC-OPM-2 by message/memo within five (5) working days of the issuance date of
these orders in direct access; otherwise, the member will be determined to have accepted
these orders.
4. Policies and standards in REFs (A) and (B), not specifically addressed by
this ACN, remain unchanged.
5. Questions about the Naval Engineering program should be addressed to the COMDT
(CG-452) Workforce and Policy Manager LCDR Jeffrey S. Zamarin at:
Jeffrey.S.Zamarin@uscg.mil or (202) 475-5719.
6. Questions regarding policy or other human resource management matters may be
directed to the Office of Military Personnel (CG-133) at: HQSPolicyandStandards@uscg.mil.
7. Released by Ms. Michelle Godfrey, Acting Assistant Commandant for Human Resources.
8. Internet release is authorized.
