1. This ALCOAST recognizes the winners of the 2019 Armed Forces Communications and
Electronics Association (AFCEA)/U.S. Naval Institute (USNI) Copernicus Awards program
outlined in REF (A). The Copernicus Awards were established to recognize individual
contributions to operations and mission support within the cyberspace domain. The
members below made exemplary contributions within the Coast Guard Command, Control,
Communications, Computers, Cyber, and Intelligence (C5I) community during 2019.
2. I am honored to announce the Coast Guard recipients of the 2020 Copernicus Awards:
    a. LCDR Thomas Sapp, Operations Systems Center. In just four short months, LCDR
Sapp and his team designed, built, tested and deployed the completed INSPECT application,
fulfilling every benchmark and goal along the way. More importantly, the end result
was a resounding success, providing on-demand access to authoritative vessel data,
eliminating the stacks upon stacks of paper-based vessel information the marine inspectors
were previously required to print out ahead of time and carry with them in bulky binders.
Via the app, official inspection results are now provided on-site to the vessel operator
with no need to wait for a report to arrive in the mail.
    b. Mr. Benjamin E. Haugh, Coast Guard, Telecommunications and Information Systems
Command. Mr. Haugh executed two technical projects in both roles as the project manager
and the lead technical engineer to implement Active Directory Federated Services (ADFS)
internal to the Coast Guard’s portion of the DODIN. These projects enabled all Coast
Guard users to be able to CAC authenticate into the domain with both the new and old
Common Access Card formats. Mr. Haugh was instrumental in providing Coast Guard enterprise-
wide authentication services to the first-ever Coast Guard enterprise commercial cloud
deployment, Office 365.
    c. LT Derek Campbell, Telecommunications and Information Systems Command. LT Campbell
researched a technical solution to meet the expanded PACAREA operational satellite coverage
in the western Pacific and South China Seas and ensured compatibility with existing shipboard
equipment and connectivity back to terrestrial teleports with a CG network presence. He led
the team of Inmarsat and MSC technicians to connect the service to NIPRNET, dispatched a team
to Guam to conduct government testing and ensured the service was available when CGC BERTHOLF
arrived. Both CGC BERTHOLF and CGC STRATTON were able to participate in critical Navy’s 7th
fleet operations by representing the highest bandwidth connectivity ever provided to a
Coast Guard ship.
3. Join me in congratulating the award recipients on their contributions and success.
This DoD wide recognition is a testament to the tremendous effort the Coast Guard is
making at all levels of the Command, Control, Communications, Computers, Cyber, and Intelligence
(C5I), and Information Warfare communities.
4. All Copernicus Award winners will receive an invitation from AFCEA and USNI inviting
them, their spouse/guest, and their Commanding Officer to attend an awards reception and
presentation ceremony 02-04 March 2020 at the AFCEA/USNI West Conference in San Diego, CA.
Attire is Service Dress Blue "Alpha" and business attire for civilians. For more information
