LEADERSHIP AND MENTORING WITHIN THE C4IT COMMUNITY

1. I am pleased to announce CWO David Auman, from USCGC KIMBALL and Ms. Sonia
Kendall from COMDT (CG-67) as the active duty and civilian recipients of the
2019 CDR John P. Dailey Award solicited in REF (A).
    a. Chief Warrant Officer David Auman is the Electronics Material Officer
onboard the USCGC KIMBALL. His impeccable team leadership, professionalism,
and advocacy for the crew were absolutely vital to an unusually challenging
pre-commissioning period to deliver the first WMSL to an OCONUS homeport.
During KIMBALL’s initial flight deck certification, he identified a system
support gap between Aviation Training Center’s (ATC) approved equipment
allowance and the handheld VHF radios supported by the C5ISR community.
Conducting extensive market research, he partnered with ATC and C3CEN to
identify hardware to integrate with the next generation of approved VHF radios,
improving supportability and safety across all flight deck equipped major cutters.
CWO Auman is continually focused on the mentorship of all personnel from the
newest non-rate to fellow officers and even senior command cadre. He created
opportunities for non-rates to gain apprenticeships in the C5ISR ratings onboard
KIMBALL, enabling them to participate in hands on troubleshooting, as well as
training those in advance of their respective “A” school. CWO Auman worked
seamlessly to bring KIMBALL to full operational capability, his leadership
ensured the safe and effective completion of thousands of labor hours across a
13-month process. He also expertly considered stakeholder perspectives in
establishing WMSL support at the first OCONUS homeport, integrating input from
SFLC Product line, Base Honolulu, C3CEN and TISCOM Asset Line representatives.
This team approach allowed KIMBALL to support 13 Controlled Parts Exchanges
so that other cutters could complete patrols to the Western Pacific in support
of Pacific Area’s strategic objectives.
    b. Ms. Kendall is assigned to Office of Spectrum Management and Communications
Policy Division (CG-672). Her superior contributions as a team leader within the
Division and as the COMDT (CG-6) LDAC Chair this past year have been pivotal to
the many successes at all levels of the CG, DCMS, COMDT (CG-6), and COMDT (CG-67).
Ms. Kendall routinely goes above and beyond in all her roles and duties, does what
it takes to build essential partnerships with peers and subordinates, provides
critical guidance to the COMDT (CG-6) and C4IT SC personnel, and builds vital
consensus and support from senior leaders. She coordinated efforts among CG, and
DHS Agency stakeholders and SMEs to ensure accurate capability, infrastructure,
and financial data were available to DHS leadership, which resulted in their
decision to include critical maritime capabilities that ensured interoperability
between federal, state, local, and tribal partners especially during emergency and
contingency operations such as the hurricanes and extreme flooding within the U.S.
and Puerto Rico. Ms. Kendall truly embodies our core values and is a well-respected
leader and mentor. Ms. Kendall volunteered to assume the role as COMDT (CG-6) LDAC
Chair. She has performed exceptionally well in moving COMDT (CG-6) in a positive
direction as a result of candid feedback from the DEOMI DEOCS survey. She is the
type of leader that senior executives turn to for trusted input, subordinates turn
to for inspiring mentorship, and peers turn to for honest feedback. Ms. Kendall
demonstrates constant mentorship for junior officers, civilians, and enlisted –
always providing leadership and listening to feedback.
2. This award was established in honor of CDR John P. Dailey, who's distinguished
Coast Guard career symbolized the highest standards of excellence in leadership,
professionalism, and mentorship. The award is presented annually to one military
and one civilian Coast Guard employee. The 2019 winners were chosen through a
review process that included screening and final selection by a board of senior
leaders consisting of officer, civilian, and enlisted.
3. CWO David Auman and Ms. Sonia Kendall continue the tradition of outstanding
leadership and mentoring exemplified by CDR John P. Dailey. I congratulate and
commend them for their Service to the Nation, Duty to People, and Commitment to
Excellence. I am truly impressed by the superior quality of leadership and
mentorship exhibited by all those nominated for this prestigious award. We have
many dedicated and capable individuals in our C4IT community. 
4. Winners will be recognized and presented their award by the Assistant
Commandant for Command, Control, Communications, Computer and Information
Technology at the C5I Centralized Annual Training on March 17th in Washington D.C.
