SUBJ:  FY21 WORKFORCE PLANNING TEAMS KICK-OFF ANNOUNCEMENT
1. This ALCOAST announces the kickoff of the FY21 Workforce Planning Teams (WPT)
season. The Special Duty Assignment Pay Panel (SDAP) will meet on April 28, 2020;
the Enlisted Workforce Planning Team (EWPT) will meet April 29-30 and the Officer
Workforce Planning Team (OWPT) will meet May 12-13 at Coast Guard Headquarters. No
travel will be provided, instead a virtual option will be made available for those
not stationed in the Washington, DC area.
2. The EWPT and OWPT will meet to identify and manage intervention strategies for
recruiting, retention, and specialty management for both the active duty and reserve
components. WPT membership draws from expertise across the Coast Guard including
multiple HQ Directorates, LANT, PAC, FORCECOM, DOL, and CGA.
3. The WPT process will consider workforce intervention strategies by using cross-
programmatic input to maximize the effectiveness of available resources. The WPT
assumes a holistic approach to address the different workforce concerns using sub-
groups, studies, analytics, and business cases to determine the highest priority needs
and the best application of base resources. This extremely comprehensive review of the
intervention strategies is necessary to maintain a Ready, Relevant and Responsive
Coast Guard capable of managing America’s most complex maritime challenges.
4. Following deliberations, the WPT will provide recommended monetary and non-monetary
intervention strategies to the WPT governing body, consisting of COMDT (CG-1) Senior
Leaders. Those initiatives adopted by the governing body will be announced in message
SITREPs highlighting the important work of the WPTs.
5. The WPT is a permanent and vital part of the Coast Guard Human Resources enterprise,
which will continue to grow and mature. Any program manager who feels that their
workforce or specialty is experiencing personnel challenges is encouraged to forward
their concerns to the WPT and participate in the process. Please refer any questions
