SUBJ:  RELEASE OF REVISIONS TO THE U.S. COAST GUARD BOAT OPERATIONS AND
TRAINING (BOAT) MANUALS VOLUME I AND VOLUME II

1. Purpose. This ACN announces the promulgation of REFs (A) and (B).
REFs (C) and (D) are hereby cancelled. REFs (A) and (B) are effective
as of the date of its publication.
2. Background. REFs (A) and (B) prescribes policy, doctrine, and training
requirements for Coast Guard Boat Forces operations and are intended for use by
all personnel engaged in or supervising boat operations and training.
3. Summary of changes for REF (A). All major changes in REF (A) can
be found in paragraph 5 of the Letter of Promulgation. Some of the most
significant are as follows:
    a. Removed training material and relocated it in BOAT Volume II.
    b. Removed Boat Forces readiness framework and relocated it in BOAT Volume II.
    c. Added policy letter program.
    d. Updated Commanding Officer / Officer in Charge responsibilities.
    e. Updated restrictive discrepancy waiver authorization.
    f. Added flood response section.
    g. Added asset condition chapter.
    h. Updated underway time computation.
    i. Removed boat crew communication system policy.
    j. Updated surfman program policy.
    k. Updated ice rescue unit criteria and fatigue standards.
4. Summary of changes for REF (B). All major changes in REF (B) can be found
in paragraph 5 of the Letter of Promulgation. They are as follows:
    a. Added revised training system guidance.
    b. Removed all content relating to personal qualification standards.
    c. Added Boat Crew Qualification Standards guidance.
    d. Updated Commanding Officer/Officer in Charge certification requirements.
    e. Added revised Boat Forces readiness framework.
    f. Updated Boat Forces underwater egress trainer requirements.
    g. Added temporary certification for Catastrophic Incident SAR.
    h. Updated Officer of the Day job qualification requirements guidance.
    i. Added Cutter currency tracking.
    j. Updated opposing force and designated trainer guidance.
    k. Updated weapons qualification guidance.
5. Distribution. No paper distribution will be made of these Manuals. An
electronic version will be located on the Office of Boat Forces (CG-731)
