1. NON-RATE ENLISTMENT BONUS: This ACN announces changes to REF (A) authorizing
two distinct non-rate enlistment bonuses (EB) without guaranteed Class A-School.
These offers begin 31 JAN 2020 and not before. The EBs are anticipated to remain
in effect until 30 Sep 2020, and not after, contingent upon Congress
extending the authority to make payments. EBs may be adjusted or terminated not
less than 30 days after official notification of such adjustment or termination.
    a. A $2,000 non-rate EB for new applicants recruited after 30 JAN 2020 into
active duty.
    b. A $5,000 Quick-Ship (QS) non-rate EB for all recruits slated into a Recruit
Training company between 01 Feb 2020 and 31 May 2020 exclusively.
    c. Selected applicants may receive both a $2,000 non-rate EB and a $5,000 QS
non-rate EB if they meet all eligibility requirements.
2. ELIGIBILITY: These EBs are for selected, new applicants with no prior service
and who enter into active duty on their first enlistment.
3. POLICY/PROCEDURE: Non-rate EBs must follow conditions set in REFs (B) and (C).
    a. Agreement: All eligible applicants for the $2,000 non-rate EB and $5,000 QS
non-rate EB must sign written agreements for which a bonus is paid. The only
approved Bonus Agreements per this ACN are: Annex “S” ENLISTMENT BONUS NO
GUARANTEED A-SCHOOL (four-year enlistment) and Annex “Z” SIX-YEAR ENLISTMENT
BONUS PROGRAM NO GUARANTEED A-SCHOOL forms available only through CG Recruiting
Command (CGRC).
    b. Obligated service: Applicants agree to remain in the active component under
obligated service for a minimum of four (4) years.
    c. The $5,000 QS bonus can be offered to any applicant. Applicants receive a
recruit training quota based on priority. CGRC will distribute QS offers to meet
service demand. These recruit training quotas are limited and can only be changed
by CGRC approval. The QS bonus will terminate upon the full slating of the last
recruit training quota for May 2020.
4. PAYMENT: IAW REF (B), upon successful completion of recruit training, eligible
members will be paid an EB in lump sum, subject to 22 percent federal income tax
withholding (and state tax, as applicable), of amounts not contributed to a
tax-deferred Thrift Savings Plan (TSP) account. Members that elect to contribute
bonus monies to their TSP account must elect to do so one month prior to receipt
of bonus.
5. REPAYMENT: Failure to continuously fulfill the explicit terms of a bonus
agreement may result in overpayment for any and all unearned portions of the EB.
    a. A member who receives a bonus under this ACN and who fails to complete
the period of service, or meet the conditions of service, for which the bonus is
paid, as specified in the written agreement under subparagraph 3.a, above, shall
be subject to the repayment provisions of section 373 of REF (C).
    b. Section 1.A.5. of REF (B), is amended to state: “Members who accept an EB
and during their obligated service period enter an officer training program as a
commissioned or warrant officer are no longer authorized the EB. Any unearned
portion of the lump sum payment may be recouped upon commission appointment.”
    c. Members considering appointment to the warrant or officer corps may still
enlist without electing to receive an EB.
