1. This ACN announces promulgation of REF (A) and the cancellation of REF (B).
2. REF (A) is a complete revision and should be reviewed in its entirety by Coast
Guard commands and members. Major changes include:
    a. The establishment of Chapter 5, Enlisted Advancement Panel, which details the
Master Chief Advancement Panel (MCAP) process. For the first time in our service's
history, Active Duty Master Chiefs will be selected by a panel process based on the
member’s record of performance.
    b. E-8 end of marking period is changed to February to better coincide with
the MCAP. This change will go into effect starting February 2021. IAW ALCGENL 220/19,
any E-8 who did not receive a regularly scheduled EER in November 2019 must receive
a regularly scheduled EER in February 2020.
    c. SWE incentive points can be approved as a non-monetary incentive through the
Enlisted Workforce Planning Team.
    d. Authority for Training Center Cape May Commanding Officer to waive service
requirements for E-2s and advance members to E-3 upon graduation based on merit.
    e. Declining or voluntary removal from any eligibility list now follows the same
administrative procedures as declining enlisted advancement.
    f. Reserve members must complete the CPO Academy or one of the DoD senior enlisted
academies to be eligible for advancement to E-8.
    g. Changes for BMCM advancement eligibility.
    h. Mark of 4 or higher is not authorized in the category Military Readiness of
the EER for members who have received a drug or alcohol incident during that marking
period.
    i. Rating advancement tests are no longer an advancement eligibility requirement.
