1. The Director of Operational Logistics (DOL) is looking for active duty
volunteers to be a part of the Logistics Support Element team, a collateral
duty solicitation for the time period 10 Apr 2020 to 09 Apr 2022.
2. Requesting: E-7 to O-5
3. Background: DOL is soliciting applications for Deputy Commandant for
Mission Support (DCMS) Logistics Support Element (LSE) team members.
The LSE is a DCMS Deployable Support Element that comprises select highly
trained and proficient general contingency logisticians. The LSE team provides
DCMS subject matter expert advisors to the operational commander's existing
logistics support structure during contingency operations. Operational since
June 2012, the LSE has deployed worldwide to assist operational commanders
during significant incidents and events, including natural disasters and major
exercises, both foreign and domestic. The LSE may also be deployed for oil
spill response, incidents of national significance, defense operations, or
anytime the operational tempo requires sustained mission support resources
with incident management expertise. This is a Tier-1 Mission Support Action Plan
initiative and a high priority for DCMS.
4. Capabilities: The LSE can provide one or more general contingency
logisticians who are trained to look ahead and help plan for the future
logistics needs of the operational commander during any contingency to which
the Coast Guard responds. LSE members wield an in-depth understanding of the
DCMS current force structure and know-how to effectively reach back to
logistics and service centers and leverage all mission support resources in
any contingency operation. Members receive joint, interagency, and
multinational logistics training. They then exercise these unique skills at least
annually. The entire LSE team does not typically deploy at the same time but
rather one or more members will arrive on scene and assess the need for
additional LSE members.
5. Role: LSE members assess the situation, evaluate existing field resources
and advise the logistics support leads on the effective use of DCMS capabilities
available through the Logistics Centers and Service Centers Emergency Response
Teams (ERT). They also can act as the USCG logistics liaison officer (LNO) to
DOD and interagency responses during no-notice and planned events, either
OCONUS or CONUS. LSE members can integrate into an Incident Command System (ICS).
While ideally not a Logistics Section Chiefs (LSC) in an Incident Management
Team (IMT) as defined in REF (A), LSE members act as the DCMS technical
specialist to advise and assist the LSC or Finance Section Chief on the
effective use of DCMS capabilities.
6. LSE Application Guidelines: Selection to the team is recognition of a
member’s expertise, knowledge of the DCMS enterprise and ability to work in
dynamic situations. Commands are strongly encouraged to identify potential
candidates and advise them of this unique opportunity. Support of the LSE
contributes directly to the Coast Guard's overall agency response posture as
specified in REFs (B) and (C), results in a higher level of command personnel
expertise in incident management and inter-agency logistics and reflects
favorably on sponsoring commands. LSE members should be available for up to
60 days of training, exercises, or contingency response deployments spread
throughout the year primarily, but not exclusively, in 7-14 day increments
(some deployments may be longer or shorter, depending on the circumstances).
This may include deployments to international or field locations where members
will have limited connectivity to their home units.
    a. Solicitation is open to all active duty personnel E-7 to O-5 currently
assigned within DCMS or who have mission support experience. Applications from
E-6 members who have proven to be mature and have a record of exemplary
performance may be considered on a case by case basis.
    b. Members already assigned to the Incident Management Assist Team, Joint
Field Office staffs, DOL staff, or are required to fill Area or District IMT
positions may not apply.
    c. Applicants must meet all readiness requirements for world wide deployment.
    d. Applicants must currently hold a secret level clearance or higher.
    e. There are no specific training prerequisites. Applicants must be available
to attend LSE annual training held in Norfolk, VA, from 7-9 April 2020 and other
training scheduled throughout the year during their assignment. DOL will fund
all travel costs.
    f. Selection requires a minimum 24-month commitment.
    g. It cannot be overstated that command endorsement and continued support
of CONUS and OCONUS deployments are essential for success in this collateral duty
opportunity. In return, home units will gain a highly trained contingency
logistics expert who can assist in strengthening the unit’s logistics capability
while growing the service-wide mission support knowledge base.
7. Application Requirements:
    a. A one-page resume must be submitted to the POCs below NLT 28 Feb 2020.
Selections will be made by DOL staff and announced via email OOA 6 Mar 2020.
The resume should include member’s name, rank/rate, current and former units,
and end of current tour date.
    b. Applicants should summarize on their resume all relevant ICS, USCG and
DOD training, qualifications and certifications, and exercise or contingency
response deployment experience and position(s) filled related to Mission Support
and/or logistics.
    c. In addition to command approval of their application, a command endorsement
memo must be submitted with the resume. The memo must address the command’s
support of training and deployment requirements. The endorsement should also
include a command recommendation. Command recommendation topics may include the
ability of the member to successfully work independently, quickly adapt to
changing situations and ability to excel in unfamiliar situations while working
in a team with personnel from diverse units and backgrounds.
    d. All resume and command endorsement memo formats will be accepted.
