1. Overview. This ACN announces changes to REF (A) to adopt the standards in REF (B)
as promulgated in Chapter 3 of REF (C). With the adoption of this process, the CG hereby
establishes a single set of security protection standards for all facilities across the
enterprise and implements specific changes to REF (A). As detailed in REF (B), The
Interagency Security Committee (ISC) Risk Management Process (RMP) outlines the approach
necessary to identify, assess, and prioritize security risks to CG facilities through the
determination of its Facility Security Level (FSL). The FSL determination enables the
coordinated application of countermeasures to minimize, monitor, and control the
probability of an undesirable event from occurring, and/or the impact of such an event.
Risk management decisions are based on the application of risk assessment, risk mitigation,
and, when necessary and/or otherwise reasonably unavoidable, risk acceptance.
Non-compliance with these ISC standards has the potential to leave CG units exposed to
security risks adversely impacting the command’s ability to protect personnel,
property, and assets.
2. Applicability and Baseline FSLs. REF (B) is hereby adopted for all CG-owned and CG
Direct Leased facilities. GSA-Leased facilities are already subject to the ISC standard
and have designated FSLs. New construction projects are expected to meet the necessary
level of protection (LOP) driven by the FSL. DCMS-34 must be consulted during the initial
design process to determine the FSL and resulting LOP. Any future CG Direct Leases must also
be coordinated with DCMS-34 to determine the FSL and resulting LOP. Considering the
applicability guidelines above, the following FSLs are applied to the below listed
facility types:
    a. FSL III
      (1) Headquarters Units
      (2) Area and District Headquarters
      (3) Sectors and Sector Field Offices
      (4) Air Stations
      (5) Bases and Training Centers
      (6) CG Academy and CG Yard
    b. FSL I
      (1) Coast Guard Stations
      (2) Aids to Navigation Teams
      (3) Recruiting Stations
3. Variation from Baseline FSL. Units unable to identify their unit type utilizing the
above list, will contact their cognizant Security Manager to request a FSL Determination
in coordination with DCMS-34. Commanders and Directors who believe the baseline FSL does not
accurately reflect the security needs of their unit type will contact their cognizant
Security Manager to request an FSL Determination in coordination with DCMS-34.
4. Changes to Policy. This ACN changes portions of REF (A) that define “Major units” and
specific associated cognizant Security Manager tasks that deal with facility security.
Specifically, “biennial evaluations” conducted by the cognizant Security Manager will now be
referred to as “Facility Security Assessments (FSA)”. IAW REF (B), the periodicity for these
assessments will be based on determined FSL. FSL I and II facilities will undergo an FSA every
five years. FSL III, IV and V facilities will have an FSA every three years. Units will remain
responsible for conducting a self-assessment annually in years that an FSA is not scheduled.
These changes do not affect afloat units and all associated security requirements in REF (A)
remain unchanged.
