SUBJ:  PROMULGATION OF THE COAST GUARD PAY MANUAL

1. This ACN announces the promulgation of REF (A) and the cancellation of REF (B).
2. Many significant changes were made to the Pay Manual which culminates over a year
of work. A thorough review is highly recommended.
3. This revision:
    a. Incorporated policy relating to the Family Stability Act including eligibility
requirements, flexibility options, and submittal procedures. Updated address for U.S. Public
Health Service requests.
    b. Removed maintaining continuity in dependent’s education or employment as a required
circumstance for requesting BAH rate protection.
    c. Removed and replaced outdated versions of Career Sea Pay tables.
    d. Incorporated new Special Duty Pay level 6 at $450 per month.
    e. Updated FORCECOM as determining authority for eligibility criteria on linguists and
interpreters and clarified rules on starting and stopping Foreign Language Proficiency Pay
entitlement.
    f. Clarified HAZPAY-VB entitlement.
    g. Updated mandatory maximum Servicemembers’ Group Life Insurance (SGLI) coverage for members
serving in or directly supporting a combat zone as well as authority to pay members an
allowance to cover the cost.
    h. Incorporated updates concerning family vision coverage through FEDVIP.
    i. Updated the process and responsibilities for child and spouse support allotments.
    j. Removed Special Duty Assignment Pay and replaced with Special Duty Pay and Assignment Pay
as pay subject to involuntary allotment.
    k. Incorporated IRS automatic withholding rate change from 25% to 22% on one time credits
(Reenlistment or Career Status Bonus, Lump Sum Leave, etc.).
    l. Clarified policy on exceptions and ability for reservists to sell more than 60 days
accrued annual leave.
    m. Updated policy permitting the submission of a waiver of collection of erroneously paid pay
and allowances application to 5 years from date of debt discovery.
    n. Renamed reserve high priority unit special pay with reserve designation unit pay in
accordance with DoD.
    o. Clarified definition of the Pay and Allowance System to include account holders that are
Survivor Benefit Plan (SBP) and Minimum Income Widow (MIW) annuitants.
    p. Added exceptions to repayment of unearned education benefits and listed authority.
    q. Clarified reserve Inactive Duty for Training (IDT) point credibility for retirement purposes.
4. No paper distribution of the revision will be made. The new Manual is available on
