SUBJ:  UPDATE TO COAST GUARD INFORMATION TECHNOLOGY ACQUISITION REVIEW (ITAR) PROCEDURES
AND RELEASE OF THE IT PROCUREMENT & ACQUISITION SUPPORT SITE (ITPASS)
A. Coast Guard and Department of Homeland Security Chief Information Officer (CIO) Review
and Approval of Command, Control, Communications, Computers, and Information Technology (C4&IT)
Acquisitions, COMDTINST 5230.77 (series)
1. This ACN announces updates to the Coast Guard information technology (IT) acquisition and
procurement review process that includes the ITAR process established in REF (A) and
introduces the new IT Procurement & Acquisition Support Site (ITPASS).
2. Effective 15 Nov 2019, the ITPASS is available for use to serve as the CIO’s “front door”
for all IT procurement and acquisition requests. Within the ITPASS, users can access the new
USCG ITAR Tool which automates the ITAR process and move workflows and communications from
e-mail to the web.
3. ITPASS provides guidance, links, and templates for completing the following applicable
procurement and acquisition processes for any contracts containing IT Hardware, Software, or
Services:
    a. HSAM Appendix G: A completed and signed HSAM Appendix G Checklist is required for all
contracts, regardless of cost or program to identify if the contract will access and/or store
CG sensitive information.
    b. Enterprise and Special Use Information Technology (ESUIT): The ESUIT website provides
a shopping cart experience to order from approved standard enterprise master contracts for IT
hardware, software, and, in the future, IT Services.
    c. Special Use Information Technology (SUIT): The SUIT approval process is required when a CG
organization or contract requires a unique IT hardware device or system, software, or service
to which no other similar ESUIT approved standard enterprise master contract IT hardware,
software, or service is available or is not already accounted for in the COMDT (CG-6) annual IT
Acquisition Forecast.
    d. ITAR: The ITAR process is required for contracts containing IT Hardware, Software, or
Services which total $100,000 or more. The new USCG ITAR Tool guides the requester to submit the
appropriate information or for the KO to certify that an ITAR is not required according to policy
and law.
4. Links to ITPASS will be made available on COMDTs (CG-6) and (CG-9) CGPortal pages and can
also be accessed directly at:

5. These changes will be made to the next revision of REF (A), which will be released within
the next year.
