SUBJ:  SELECTION OF THE STRATEGIC ADVISOR TO THE ASSISTANT COMMANDANT FOR INTELLIGENCE
1. I am pleased to announce the selection of Mr. Christopher J. Demi as the Coast Guard’s
Strategic Advisor to the Assistant Commandant for Intelligence.
2. This position serves as the Strategic Advisor to the Coast Guard Assistant Commandant
for Intelligence (CG-2) on Intelligence Community (IC) strategies and policies, Coast Guard
contributions to IC strategies (e.g., the National Intelligence Strategy, National
Intelligence Missions, and Unifying Intelligence Strategies), and the potential to partner
and leverage other IC capabilities to the benefit of CG Intelligence (CGI). Mr. Demi will
utilize his extensive knowledge of Maritime Domain Awareness and global intelligence to
provide advice on international/national-level strategy, intelligence campaign planning,
coordination, and synchronization with appropriate IC partners, Department of Homeland
Security (DHS) components, military services, and National Intelligence Managers.
3. Mr. Demi held the position of Coast Guard’s Strategic Advisor to the Assistant Commandant
for Intelligence as a joint duty assignment (JDA). As the selectee, he will continue to
lead and coordinate the integration of intelligence support for Coast Guard's cyber strategy
in defending cyberspace, protecting the Maritime Transportation System (MTS) and enabling
operations. Under the JDA and his last held position as Senior Advisor, Assistant Chief
Information Officer (CIO) with Department of Navy, Mr. Demi already made steps towards
expanding the intelligence relationship between Navy and Coast Guard. He is currently
exploring the Coast Guard Intelligence community’s relationship with Air Force, Defense
Intelligence Agency, and the Federal Bureau of Investigation.
4. In Mr. Demi’s former position as Senior Advisor, Assistant CIO with the Department of Navy,
he served as Principal Advisor and Assistant CIO to Deputy Director of Naval Intelligence
on all matters related to maritime information technology systems. He also led an effort
to modernize a $150M/ten year old legacy national maritime enterprise system. Previously
as Senior Cyber Strategist/Planner with Navy, Mr. Demi served as the Navy lead for the
Intelligence Community Information Technology Enterprise (IC ITE) transition for Navy’s
Top Secret IT network impacting over 30,000 global users and $500M annually. His other
previously held positions include Deputy Director for Planning and Policy with DHS, Senior
Program Manager for Navy’s Maritime Domain requirements, a Foreign Disclosure Officer with
the Office of Naval Intelligence, and Operations Group Leader with the Target Corporation.
In addition, as a Naval Officer from May 2001 through January 2007, Mr. Demi supported the
Director of Naval Intelligence and the Director of the Collections Directorate in all
dealings with foreign government and military officials in Europe. He coordinated and
executed international engagement strategies that supported U.S. Navy requirements and
National Security Objectives. His career experiences to date have provided him with
opportunities to gain leadership and project management skills and a commanding knowledge
of maritime intelligence required to successfully serve as a Senior Advisor.
5. Mr. Christopher J. Demi will become a Senior Leader (SL) of the U.S. Coast Guard on
10 November 2019.
