SUBJ:  SELECTION OF THE DIRECTOR OF FINANCIAL OPERATIONS/COMPTROLLER
1. I am pleased to announce the selection of Ms. Jane B. Kiggins as the Coast Guard’s
Director of Financial Operations/Comptroller.
2. This position is responsible for developing, implementing, and managing Coast Guard
wide policies, plans, and programs governing all Coast Guard financial management and
accounting operations. The Director develops and implements strategic plans for financial
audit activities related to financial reporting, monitors financial internal controls for
effectiveness, and ensures compliance with applicable financial related requirements.
3. Ms. Kiggins possesses over thirty-two years of accounting, financial management, and
internal controls experience in multiple commands across the U.S. Navy. Ms. Kiggins is
recognized for her expertise in accounting and reporting systems to improve auditability,
receiving favorable audit reports, and her development of several innovative resource
management systems currently deployed at the Department of the Navy. As the Accounting
Manager with the Navy’s Space and Naval Warfare Systems Command (SPAWAR),
she delivered executive leadership to SPAWAR’s Accounting Division, which included
travel, payroll, vendor pay and labor reconciliation; funds control; and general
accounting with oversight for more than $3 billion annually. She engaged in strategic,
operational, and tactical planning to connect Department of the Navy goals and drive
fiscal stewardship and audit readiness.
4. Ms. Kiggins previously held the position of Audit Readiness Director with the Chief of
Naval Personnel. In this capacity, she led efforts to achieve and sustain audit readiness,
achieve and sustain unqualified assurance on effectiveness of internal controls, and attain
Federal Financial Management Improvement Act (FFMIA) compliance ensuring systems generate
timely, accurate, and useful information. As the Accounting Officer for the Naval Forces
Europe Command in Naples, Italy, she led the full range of operational accounting programs
that monitored funds from North Atlantic Treaty Organization (NATO), European Command (EUCOM),
and Africa Command (AFRICOM) to support joint exercise programs in the Baltic Sea,
Mediterranean, Atlantic, and Indian Oceans. Lastly, as Financial Operations Officer for the
Chief of Naval Operations, Military Personnel, Training and Education, she envisioned,
developed, and oversaw implementation of operational, strategic, and tactical financial and
budget plans to ensure strong fiscal stewardship by providing leadership to thirty
geographically-dispersed, diverse military and civilian personnel.
5. Ms. Kiggins will become a member of the U.S. Coast Guard Senior Executive Service on
10 November 2019.
