1. Orientation:
    a. This ACN announces a result by the FY20 Enlisted Workforce Planning Team (EWPT).
Upon release of this ACN, two (2) service wide (SWE) points may be awarded for eligible
Electronics Technicians (ET) serving in approved Gun Weapons Systems (GWS) positions.
    b. Proficiency in the required GWS competencies and multiple GWS assignments can create
disadvantages for ETs when competing for advancement. This non-monetary intervention promotes
equity among the ET rating as an advancement incentive for critical GWS assignments. It also
enables development of essential competencies required to sustain a mission ready ET workforce.
2. Background:
    a. ETs who serve in demanding GWS billets can be at a disadvantage for advancement because
these systems are not included in RPQs comprising the SWE exam. This can affect a member’s
ability to advance and therefore, seek assignment elsewhere or separate from service.
    b. This incentive to advancement policy promotes voluntary requests for critical GWS billets
by reducing barriers for members seeking advancement.
3. Policy and Eligibility:
    a. Article 3.A.3.f of REF (A) is hereby amended and now includes this incentive. These
incentives will be treated as award points under this Article, but are not physical awards and
no new device will be created as a result of this policy change.
    b. ETs serving in GWS billets, as identified by EPM-2 and the ET RFMC, in support of MK92,
MK48, MK38, and CIWS may receive two (2) SWE points for their assignment beginning with the
May 2020 SWE.
    c. Members must complete at least six (6) months as a qualified GWS technician in an
identified billet before submitting a request IAW this ACN.
    d. Once awarded to a member, the SWE points will accrue until removed IAW article five below.
    e. A member may receive a maximum of four (4) SWE points under this FY20 policy change.
    f. ET-RFMC serves as the program manager for this workforce intervention.
4. Application Procedures:
    a. It is the responsibility of Commanding Officers (CO) and Officers in Charge (OIC) to
counsel ETs under their command of this opportunity.
    b. Qualified members may request the SWE points through their Chain of Command to their
Admin Office and/or SPO for eligibility verification and entering into DA. Admin Offices,
SPOs, PSC-EPM, and DCMS-81 may also review member assignments, competency records, and
determine which members qualify for the incentive and enter into DA. Eligible members will
receive "ZZSWE2-SWE Incentive 2 Point" award code to receive two (2) SWE points.
5. Termination and Suspension:
    a. The SWE points shall terminate when a member:
        (1) Advances, is reduced in rank, or voluntarily requests a change in rate;
        (2) Is discharged or dismissed as a result of a court-martial, or administratively separated;
        (3) Voluntarily retires or separates before completing the full assignment rotation; or
        (4) Is disqualified for ET, or GWS service.
    b. Suspend SWE points when a member:
        (1) Is suspended from ET, or GWS service;
        (2) Is medically disqualified from ET or GWS service;
        (3) Loses eligibility for a GWS assignment;
        (4) Is placed on weight probation;
        (5) Has been awarded NJP; or
        (6) Is “Not Recommended” for advancement by a CO/OIC on an EER prior to advancing.
